Submission & Evaluation

Multiple or alternative offers will not be evaluated.
Evaluation factors, in descending order of importance, are Price and Technical. Price will be evaluated for reasonableness but not scored. Technical quotes will be rated acceptable or unacceptable. Award will be made to the technically acceptable offer with a fair and reasonable price. The Government intends to make an award without discussions.
