• Access: Web-based, authenticated via VA gateway IP address validation on an enterprise basis.
• Availability: Unrestricted simultaneous access from any web-enabled computer within VA, including remote users with VPN access. Journal issues must be available online as soon as posted, with no embargo period.
• Compliance: Subscription and access must meet all requirements outlined in the attached Statement of Work (SOW).

Contract Details

• Contract Type: Firm-Fixed-Price (FFP)
• Period of Performance: Base period of 12 months from the date of award.
• Set-Aside: Total Service-Disabled Veteran-Owned Small Business (SDVOSB). Offerors must be certified SDVOSBs and listed in the SBA certification database at the time of offer and award.
• NAICS Code: 519290 (Other Information Services), with a small business size standard of 1,000 employees.
• PSC Code: R605 (Library Services).

Submission & Evaluation

This is a combined synopsis/solicitation issued as an RFQ (36C77625Q0259) under FAR Part 12 and Simplified Acquisition Procedures (FAR 13).

• Submission Requirements: Quoters must submit one copy of pricing and a technical approach, along with material supporting their ability to meet or exceed SOW tasks and deliverables. Documentation reflecting authorized reseller/distributor status from the publisher/intellectual property holder is also required. Hyperlinks in quotes are prohibited.
• Evaluation Factors: (1) Technical capability and (2) Price.
• Award Basis: Award will be made to the responsible quoter whose quotation is most advantageous to the Government, considering price and other factors. A comparative evaluation process (FAR 13.106-2(b)(3)) will be used, comparing quotations to determine the best benefit. The Government reserves the right to consider a quotation other than the lowest price if it provides additional benefits.
