Scope of Work
Contractors will provide on-site ASL interpreting services for clinical encounters and staff meetings, approximately 35 hours per week, Monday through Friday. Emergency on-site interpretation services are required within two (2) hours of an immediate need. Interpreters must possess a certificate or associate degree in ASL interpretation and have at least five years of experience. Contractors must demonstrate the ability to provide back-up services and have more than one available interpreter. Services are dedicated to one deaf employee who is ASL-fluent. Video Remote Interpreting (VRI) is acceptable if an interpreter is not available onsite within two hours for emergency requests.
Contract Details
This is a Firm Fixed Price contract with a base period from June 11, 2026, to June 10, 2027, and one one-year option period. This is a follow-on requirement to Contract #36C25024P0346. Service Contract Labor Standards (SCLS) are applicable. Minimum billings are not permitted, but contractors can invoice assignments of any scheduled time within 48 hours of a cancellation from the VA. No compensation for interpreter travel time. VA will provide free parking for interpreters, and VA background checks and PIV badges are required.
Submission & Evaluation
Award will be based on a Best Value evaluation, with Technical and Past Performance being more important than price. Technical capability requires submission of interpreter degrees, resumes, and remediation processes for quality assurance. Past performance requires a minimum of two references within the last 5 years of similar size and scope. Price evaluation will assess reasonableness and best value for all line items and options. Offerors must be registered and verified in the Vendor Information Pages (VIP) database and registered in SAM.gov. Quotes, including an add-on to the Price Schedule, are due via email by March 25, 2026, at 12:00 p.m. EST. Bidders must acknowledge receipt of all amendments.
Additional Notes
This amendment provides answers to vendor questions and confirms the submission deadline. No internet access, equipment installation, or maintenance is required from the contractor. HIPAA or VA-specific privacy training is required for interpreters.
