Performance Work Statement (PWS)

The Veterans Health Administration (VHA) National Recruitment Service (NRS) requires user access licenses and data storage for an existing, off-the-shelf, web-based Applicant Tracking System (ATS). The goal is to effectively manage a significant increase in candidate leads and recruitment activities across VHA.

The contractor shall provide access to an existing ATS platform that meets specific VHA requirements for lead sharing, candidate tracking, and reporting. The system must be web-based and hosted on the vendor's servers. Key functionalities include:

• Tracking client (VISN/region/site) relationships, job opportunities, and candidates.

• Monitoring candidate progress through recruitment, interviewing, verification, and closing.

• Reporting on fill times for openings.

• Managing and assigning recruitment functions.

• Providing marketing capabilities, including pushing opportunities to job boards and allowing direct candidate applications.

• Minor customization of an existing product is permissible.

• Period of Performance: One (1) base year.

• Contract Type: Firm-fixed price.

• Place of Performance: Contractor's facility.

• Users: 200 users, with options for add-on licenses.

• Helpdesk Support: Required during business hours (8:00 am - 7:30 pm EST), with after-hours support for systemic issues.

• Training: Online training for new functionalities or major system updates.

• Data Clean-up: Two reviews per 12-month period for duplicate candidate records.

• Resume Parsing: Ability to parse 2,000 resumes annually, with options for additional parses.

• Job Board Integration: Maintenance of existing connections to third-party job boards.

• Security: Compliance with VA security and privacy directives, including background investigations for personnel with access to VA information systems (Low/NACI sensitivity level). Personnel must complete VA Privacy and Information Security Awareness training and sign Contractor Rules of Behavior.

• Accessibility: Compliance with Section 508 of the Rehabilitation Act for web-based content.

• Data Ownership: VHA retains ownership of all data. Contractor must provide a method to export all data electronically in an indexed format with a data dictionary upon contract termination.

• Customization: Flexibility for customizing reports, ATS fields, and interview/reference questions.

• Key Personnel: A single primary program manager must be assigned.

Special Notice of Intent to Sole Source

This notice indicates the Department of Veterans Affairs (VA), Program Contracting Activity Central (PCAC) intends to issue a sole source purchase order to KAMEDDATA.COM, Inc. for the National Recruitment Service (NRS) Applicant Tracking System (ATS). This contract is for user access and data storage to an existing system for a period of twelve (12) months.

• User access and data storage to the KAMEDDATA.COM, Inc. ATS.

• The system supports over 90,000 current applicant records and is essential for VHA-wide recruitment, management, and support staff.

• Provides a platform for lead sharing, capturing, tracking, and reporting recruitment activities.

• Sole Source: KAMEDDATA.COM, Inc.

• Period of Performance: Twelve (12) months.

• NAICS Code: 541519 (Information Technology Professional Services)

• Small Business Size Standard: $34 Million

• This is not a request for competitive quotes.

• Any responsible source believing they can meet the requirements may submit a capability statement, proposal, or quotation.

• Responses must be received in writing by February 9, 2026, 10:00 AM Eastern Time.

• The government reserves the discretion to not compete the procurement based on responses received.

• Sole source justification based on RFO 6.103-1(b) due to existing data and need for workflow continuity.
