All shredding must occur at the Providence Regional Office loading dock, witnessed by a VA employee, and comply with VA Directive 6371, ensuring materials are not readable or reconstructable after destruction (reduced to white ash if burned). The contractor must provide two 95-gallon bins with wheels, locking mechanisms, and keyed access for material collection.

Key Requirements & Constraints

All contractor personnel handling VA Sensitive Information must undergo background investigations (Low Risk T1 Security for employees, Moderate Risk T2 for managers/directors) and complete VA Privacy and Information Security Awareness training (TMS course 10176). Strict confidentiality, physical chain of custody, and compliance with VA Directives (e.g., 6371, 6300) and federal regulations (e.g., Privacy Act, HIPAA) are mandatory. Equipment must be capable of cross-cut or double-cut shredding with a 3/32-inch security screen. On-site vehicle inspections and unannounced facility inspections are required.
