Contract Details
This is a Firm-Fixed-Price contract with an estimated value of $19 Million. The period of performance is from April 1, 2026, to September 30, 2030, including a base period and four one-year option periods.
Submission & Evaluation
Proposals are due by March 20, 2026, at 12 PM EST, and must be submitted electronically via email to Clifford.Harrison@va.gov in PDF format. Submissions require four parts: Technical Capability, Past Performance, Pricing, and Miscellaneous Items. Evaluation will prioritize Price as the most important factor, with Technical Capability and Past Performance being less important. Technical capability will assess understanding of the Performance Work Statement, risk mitigation, contractor experience (3-5 similar instances in the last 5 years), and resumes for all proposed operators and the supervisor. Past performance will be evaluated based on three references of similar scope. The supervisor must be an on-site position during three tours. Bidders must also adhere to the U.S. Department of Labor's Wage Determination for New York State.
