Vendors interested in providing Court Reporting Services should use this form to provide their company's qualifications and past performance. Statement of Work (SOW) / Performance Work Statement (PWS)

The Veterans Affairs (VA) Office of Revenue Operations requires court reporting (stenography) services for deposition transcripts.

• Provide verbatim transcripts of investigations, speeches, legal proceedings, meetings, and other events.

• Contractor's court reporters must be certified to administer oaths and hold a current commission as a notary public.

• Ensure accurate recording, transcription, clarity, and quality of spoken word.

• Maintain a secured storage and retrieval system for all stenographic notes, voice files, or audio recordings (paper or digital).

• Destroy transcription documentation immediately after payment receipt and processing.

• Deliver all required deliverables to the facility Point of Contact (POC).

• Proceedings may be designated as Confidential; all information must be held in strict confidence and not divulged without written direction from the POC.

• Electronic PDF transcript of each sworn testimony due no later than fourteen (14) calendar days after the last sworn testimony, emailed to the COR or designee.

• If a hearing or deposition is continued for five (5) or more calendar days, that portion of the transcript is considered complete for delivery time calculation.

• Contractor must determine reporter availability within 24 hours of a service request.

• Failure to deliver transcripts within the prescribed period will result in a price reduction of 2% per Government business day delayed, up to 50% of the transcript price.

• Transcripts must be legible; illegible copies must be corrected and replaced within one (1) business day at no additional cost.

• Errors in the transcript must be corrected and furnished within five (5) calendar days (or less) of notification at no additional cost.

• Anticipated Period of Performance: May 19, 2026, to June 30, 2026.

• Places of Performance: May be via conference call or in person at a designated VA location, to be advised at the time of ordering.

• Contractor shall be available during Medical Center operating hours (8:00 am - 4:30 pm, Monday-Friday, excluding Federal holidays), with accommodation for after-hours work if needed.

• Court reporters must arrive at least 30 minutes prior to the start time or be ready to begin verbatim reporting at the designated time.

• Reporters must be qualified in stenographic equipment, real-time recording (Case-view, Live-note), litigation support (Key Word Indexing, Condensed Transcripts, E-mail Transcript Delivery), legal videography, videoconferencing, teleconferencing, Computer Aided Transcription (CAT), and shorthand/monitored multi-microphone recording. Audio tape recorders are for backup only.

• Reporters require knowledge of steno-typing, business English, spelling (including technical, medical, legal terms), legal procedures, and the ability to prepare accurate, complete, secure, and confidential records.

• Board certification or current professional certification is required.

• Contractor personnel must comply with VA security policies, including background investigations and mandatory privacy and security awareness training.

• All travel necessary to perform the contract is borne by the Contractor.

• The VA is undergoing reorganization; the Contractor must remain adaptable to evolving requirements, with changes implemented via bilateral contract modification.

Request for Information (RFI) / Sources Sought Notice (SSN)

This RFI/SSN is issued by the Department of Veterans Affairs (VA), Program Contracting Activity Central (PCAC) for market research purposes. The VA is seeking to identify qualified and experienced sources for Court Reporting Services. This notice does not constitute a solicitation, and no award will be incurred by responding.

• The VA is seeking information on companies capable of providing Court Reporting Services.

• A DRAFT Performance Work Statement (PWS) is attached and comments/questions are welcomed.

• Interested contractors should submit a response of no more than 10 pages (single-spaced, 12-point font minimum).

• A cover page (not included in page limit) with company details (Name, Address, UEI, GSA Contract # if applicable, POC, Phone, Email) is required.

• Responses must include:

  • Past Experience: Max 3 similar projects (last 2 years) with project details, contract type, owner info, company role, and relevance.
  • Capabilities/Qualifications: Written response (max 5 pages) detailing company capabilities, business size/status, years in business, affiliate information, and number of employees.

• Submission Deadline: Tuesday, May 5, 2026, at 10:00 AM Eastern Time.

• Responses must be emailed to Jessica.rogers2@va.gov, with a CC to michelle.rhodes@va.gov.

• Email subject line must reference RFI Number, Project Identifier, and Project Title (e.g., RFI 36C77626Q0196, Court Reporting Services).

• NAICS Code: 561492 (Size Standard $19 Million). Alternative NAICS codes may be suggested.

• Responses will assist the VA in determining potential set-aside categories.

• Funds are not presently available for this acquisition; no award will be made until funds are available.

• The Government reserves the right to cancel this requirement.

• This RFI/SSN is for information and planning purposes only and does not constitute a solicitation or obligation.

• No evaluation letters or results will be issued.
