The Department of the Army is seeking sources for RACER Maintenance Support Services to maintain and sustain four (4) M5 Robotic Autonomy in Complex Environments for Resiliency (RACER) Heavy Platforms (RHPs). This Sources Sought notice aims to identify qualified contractors capable of providing comprehensive maintenance, sustainment, and training support for the 36th Engineer Brigade. Responses are due April 13, 2026.
Scope of Work
The contractor will provide non-personal services for the maintenance and sustainment of four RHPs. This includes:
- On-site Field Service Representative (FSR) support during training events.
- Preventive and corrective maintenance.
- Management of a budget for replacement parts, sensors, and consumables.
- Remote and on-site autonomy software support, including updates and patches.
- Management of network and data subscriptions for the platforms.
Performance Requirements
Key performance standards include:
- Maintaining an Operational Readiness (OR) rate of 90% for the RHP fleet, calculated monthly.
- Diagnosing 90% of technical issues correctly on the first attempt.
- Responding to corrective maintenance requests within 24 hours and returning systems to Fully Mission-Capable (FMC) status within an agreed timeframe.
- Timely installation of software updates and security patches.
- Delivering comprehensive operator-level repair training and regular refresher training.

Special Requirements
Contractor personnel must possess an active or pending SECRET clearance. Other requirements include adherence to security protocols (installation access, background checks, CAC), development of a Quality Control Plan (QCP) and Safety Standard Operations Procedure (SOP), environmental compliance, hazardous material handling, and specific training (AT Level I, OPSEC Level I, iWATCH, IA Cyber Awareness). Key personnel include a Program Manager, Alternate PM, and Quality Control Manager.
Place of Performance
Work will primarily be performed at the 36th Engineer Brigade headquarters at Fort Hood, TX, with temporary duty (TDY) locations as required by training events, such as the National Training Center at Fort Irwin, CA.
