This is a presolicitation notice indicating the United States Army Corps of Engineers (USACE), Huntsville Engineering and Support Center (CEHNC) intends to award a sole-source, firm-fixed-priced contract to AECOM Technical Service, Inc. for a System and Organization Controls (SOC) 1 Type II report of the Remedial Action Cost Engineering and Requirements (RACER) software. This action is being taken in accordance with Revolutionary Federal Acquisition Regulation (RFO) 5.101 and 6.103-1.

• A SOC 1 Type II examination of the RACER software and the EDR/PP Utility, following all AICPA standards and mandates.

• Delivery of appropriate reports associated with the examination.

• The purpose is to support the Office of the Under Secretary of War (OUSW) goal of receiving a clean audit, for which RACER is a key component.

• Contract Type: Firm-fixed-priced.

• Sole Source: AECOM Technical Service, Inc. is the proprietary owner of the RACER software.

• This notice is NOT a Request for Quote (RFQ).

• All responses received by the closing date will be considered to determine if a competitive procurement is warranted.

• A determination not to compete is solely at the government's discretion.

• Responses should include affirmation of active SAM registration, UEI, applicable credentials, pricing data, point of contact, and business size/type.

• Responses are due electronically no later than 4:00 p.m. CST, Thursday, 26 February 2025.

• NAICS Code: 541511, Custom Computer Programming Services.

• Business Size Standard: $34M.

• Respondents must indicate their business size and type (large, small, small disadvantaged, 8(a), WOSB, HUBZone, SDVOSB, etc.) and ownership (U.S. or foreign).

• The RACER application is used by DoD and other Federal agencies for developing Environmental Liability (EL) estimates and annual budgets.

• This notice does not obligate the Government to award a contract or reimburse costs incurred by respondents.

Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for an Independent Public Accounting (IPA) firm to perform a System and Organization Controls (SOC) 1 Type II examination for AECOM's Remedial Action Cost Engineering and Requirements (RACER™) and Estimate Documentation Report (EDR)/Post Processor (PP) Utility programs. The objective is to provide the Department of Defense (DoD) with assurance regarding the internal controls that may affect the DoD's internal control over financial reporting.

• The IPA will conduct a SOC 1 Type II examination in accordance with AICPA Attestation Standards.

• The examination will cover the RACER and EDR/PP Utility programs for the period of October 2024 to October 2025.

• The IPA will assess the suitability of the design, implementation, and operating effectiveness of controls related to management's control objectives.

• The Service Provider (AECOM) is responsible for managing the IPA's activities, providing monthly status reports, and submitting the final SOC 1 report to the Government.

• The IPA is responsible for performing the examination, providing detailed reports to the Service Provider, and coordinating on project timelines.

• The IPA must adhere to AICPA standards for the SOC 1 examination.

• The Service Provider must provide monthly status reports detailing progress and performance.

• The final SOC 1 report must be delivered in accordance with the approved schedule and AICPA standards.

• Performance will be measured by the timeliness and quality of monthly status reports and the final attestation report.

• The anticipated period of performance for the task order is March 6, 2026, to September 1, 2026.

• The examination period for the SOC 1 report is October 2024 to October 2025.

• All personnel assigned to the task order must be U.S. citizens.

• Key personnel must not be currently engaged in other aspects of DoD Audits.

• The Service Provider must ensure compliance with general security requirements and guidance, including training and potential searches.

• The Service Provider must comply with the E-Verify Program for pre-screening candidates.

• Invoicing and payment procedures are detailed, including submission requirements and the need for a Release of Claims (ROC) with the final invoice.
