Scope of Work

The primary objective is to conduct a limited instrument-aided visual Munitions and Explosives of Concern (MEC) surface clearance of accessible areas, including beaches to mean low tide, roads, and trails, covering approximately 64 acres. The contractor will be responsible for inspecting, certifying, verifying, demilitarizing, and disposing of all identified MEC items offsite. Work must comply with CERCLA, Executive Order 12580, NCP, MCP, and applicable Department of Defense (DOD) guidance for the Navy Environmental Restoration Program (ERP) and Munitions Response Program (MRP). Restoration of impacted areas and procurement/reinstallation of warning signs are also required.

Key Requirements & Deliverables

Key deliverables include an Explosive Safety Submission (ESS), Quality Assurance Project Plan (QAPP), Accident Prevention Plan (APP) with Activity Hazardous Analysis (AHA), monthly progress reports, daily fieldwork updates, a Project Completion Report, and an After-Action Report (AAR). Contractors must obtain a Special Use Permit from the U.S. Fish and Wildlife Service (USFWS) and comply with all USFWS directives for wildlife protection. A BATFE license for explosives is mandatory. All data management and submission must adhere to the Naval Installation Restoration Information Solution (NIRIS) protocols, including the use of NAVFAC Electronic Data Deliverables (NEDDs) and the NIRIS Document Review Tool.

Contract Details & Timeline

This is a proposed Task Order under existing RACMAC contracts, awarded on a fair opportunity basis pursuant to FAR 16.505 ordering procedures. The set-aside is 8(a). The proposal acceptance period is 120 days from receipt of proposals. The overall Task Order Completion Date is July 31, 2029.

Submission & Evaluation

Proposals are due June 01, 2026, no later than 2:00 PM EST. Submissions must be sent via email to heather.m.dennis13.civ@us.navy.mil. The basis for award is low price, with the task order awarded to the responsible offeror offering the best value to the Government, expected to result from the lowest evaluated price. Required submittals include a cover page, Price Proposal Form, acknowledged amendments, representation and certifications, and proof of SAM registration. Pre-Proposal Inquiries (PPIs) must be submitted in writing using the specified PPI form (Attachment 2) to the same email address no later than 10 calendar days prior to the proposal due date.

Offerors are advised that funding may not become available, and no award will be made if funds are not available. No costs incurred in proposal preparation will be reimbursed.
