  • Contract Type: Cost Plus Fixed Fee delivery order under Raytheon Corporate Basic Ordering Agreement (BOA) N0001920G0007 or Follow-on BOA N00019-25-G-0009.

  • Authority: 10 U.S.C. 2304(C)(1) and FAR 6.302-1, "Only one Responsible Source and No Other Type of Supplies or Services will Satisfy Agency Requirements."
  • Response Date (Informational): March 12, 2026, 04:00 PM EST

Justification for Sole Source

NAVAIR has determined that Raytheon is the only responsible source capable of meeting the Government's minimum needs. Raytheon is the original equipment manufacturer (OEM), designer, developer, manufacturer, and Depot for the APG-79 radar systems. They possess the unique technical data necessary for this requirement. The Government does not own a complete F/A-18 drawing package with Government Purposes Rights. Awarding to any other source would result in significant duplication of costs that would not be recovered through competition, aligning with FAR 6.302-1(a)(2)(ii)(A).

Additional Notes

This synopsis is for informational purposes only and does not constitute a request for competitive proposals. The Government does not intend to use the provisions of FAR Part 12 for this acquisition.
