Quick Summary

The Defense Threat Reduction Agency (DTRA) Combat Support (CZ) Directorate hosted an Industry Day for the upcoming Decisive Action Follow-On (TRIDENT) acquisition, seeking professional analytical and advisory services for Countering Weapons of Mass Destruction (CWMD). This event provided classified program details and gathered industry feedback. The acquisition is anticipated to be a Cost-Type contract valued at over $100 million, likely awarded as a single task order under GSA OASIS+ MA IDIQ Unrestricted – Pool 1.

Purpose of Industry Day

DTRA hosted this Industry Day on March 31, 2026, at Fort Belvoir, VA, to provide industry partners with classified information on the TRIDENT acquisition. The event included an overview of technical requirements, the anticipated acquisition schedule, and an opportunity for industry to ask questions and provide feedback on the draft Performance Work Statement (PWS). All attendees were required to possess a final U.S. SECRET security clearance. One-on-one sessions were also conducted, with questions submitted by March 26, 2026.

Anticipated Scope of Work

The TRIDENT requirement seeks comprehensive support for DTRA's mission to counter WMD and emerging threats. Key task areas include:

  • Program Management Support: Contract management, reporting, and transition planning.
  • CWMD Support: Advising on CWMD threats, developing operational approaches for hardened targets, and supporting sensitive activities and irregular warfare.
  • Global Engagements (GE) Department Support: Administrative, analytical, and coordination support for engagements with Combatant Commands (CCMDs), interagency, and foreign partners.
  • Contingency Operations (CO) Department Support: Facility management, policy support, deployment coordination, logistics, uncrewed systems support, and additive manufacturing.
  • Systems Engineering and Operational Planning Support: Embedded operational planning and technology validation.

Future Acquisition Details

The anticipated contract will be a Cost-Type award, likely as a single task order under the GSA OASIS+ MA IDIQ Unrestricted – Pool 1. The total value is projected to be over $100,000,000. The period of performance is expected to be a 12-month base with four 12-month option periods. This effort is a follow-on to the existing Decisive Action (DA) and Diamond Harbor (DH) contracts. The primary place of performance will be Fort Belvoir, VA, with additional CONUS and OCONUS locations, including Germany, Korea, and Australia.

Security and Personnel Requirements

Personnel will require a minimum Top Secret (TS) clearance with Sensitive Compartmented Information (SCI) eligibility, with some roles potentially needing additional access levels (SAP, STO, ACCM, CI Polygraph, Sub-Gamma). Contractors must possess or provide secure facilities (SCIFs) capable of handling classified work, including JWICS VTC capability.

Key Documents & Next Steps

A revised draft PWS was uploaded on April 2, 2026, and Industry Day slides and Q&A were uploaded on April 8, 2026. The acquisition strategy, including any small business set-aside, is pending further market research. The Draft RFP is projected for release in FY26 Q3, the Final RFP in FY26 Q4, with a projected award in Q1 FY2027. Award will be based on a Best Value approach.
