Purpose of this Special Notice

This Special Notice serves as a request for industry feedback on Draft Solicitation #2 for the Radford Army Ammunition Plant (RFAAP). The Government is specifically seeking comments on revamped Sections C, L, and M (definitions, requirements, strategies, deliverables), comparing them to previous versions. Feedback is also requested on the placement of NC Fines/Legacy Waste within the Integrated Waste Stream Management Plan or Facility Reset Plan, and what industry needs to price this as a separately priced FFP CLIN. Additionally, the Government is seeking feedback on a strategy to require the successful offeror to purchase approximately $22 million in spare parts and maintenance materials from the incumbent contractor.

Draft Solicitation Overview

The forthcoming solicitation, W519TC-26-R-0003, is for the production of propellants and the operation and modernization of RFAAP, starting in Fiscal Year (FY) 2027. It is anticipated to be a hybrid Indefinite Delivery, Indefinite Quantity (IDIQ) contract, including Firm-Fixed-Price (FFP) CLINs for production, and FFP or Cost-Reimbursable CLINs for modernization and Direct Funded Performance Work Statements (PWSs). The contract will have a base period with five one-year ordering periods, an evaluated option for five one-year ordering periods, and two additional unevaluated 10-year options, totaling a maximum of 30 years. A SECRET Facility Security Clearance is required prior to contract award, and offerors must be registered in SAM.gov. Technical Data Packages (TDPs) are Distribution D and Export Controlled.

Key Performance Work Statement (PWS) Areas

Additional Notes

The current operating contractor will encumber the RFAAP facility through December 31, 2026. Organizational Conflicts of Interest (OCI) have been identified for specific companies, prohibiting them from participating as prime or subcontractors. The Government will not reimburse offerors for proposal preparation costs.
