1. Announcement:
The U.S Army Contracting Command – Rock Island (ACC-RI), in support of the U.S. Army Joint Munitions Command (JMC) located at Rock Island Arsenal, IL and the Project Lead Joint Services (PL JS) located at Picatinny Arsenal, NJ, are currently seeking Industry feedback to continue RFP development pertaining to PWS strategy and Sections L&M. Draft PWS’s and Sections L&M are attached for industry review and comment and the Government plans to host Industry day #6 to further discuss. Details on Industry Day #6 are as follows:
ACC-RI, PLJS, and JMC will be hosting Industry Day #6, January 13-14, 2026, for the planned competition for the production of propellants and the operation of the RFAAP. Industry Day #6 will solely consist of virtual one-on-one sessions. The purpose of these sessions are to provide industry an opportunity to present their feedback on the PWS and Sections L&M Request for Information (RFI) as detailed above.
The USG will contact each company directly to coordinate the date and time of the one-on-one session and provide additional details. Attendance for this virtual event will be limited to a maximum of six (6) representatives per company. Individuals from consulting firms acting on behalf of a particular company will be included in the respective company’s total representative count. The limit will be strictly enforced.
The USG does not intend to award a contract on the basis of these Industry one-on-one sessions or otherwise pay or reimburse respondents for participation in this event. Do not rely on information presented today in formulating proposals. Should a Request for Proposal (RFP) be issued, any information contained within the RFP supersedes the information presented here. No USG personnel, except for the Contracting Officer, can make any commitments on behalf of the USG.
2. Industry Day Registration
Interested participants must register in advance by completing the Company Registration Form and Individual Registration Form accompanying this announcement. Completed registration forms shall be submitted electronically to Anna Whitcomb at anna.e.whitcomb2.civ@army.mil, Amanda Carlson at amanda.l.carlson25.civ@army.mil and Derek Rooks at derek.s.rooks.civ@army.mil no later than Close of Business January 6th, 2026. Each participant’s request must be approved by the USG prior to attendance. Late registrations will not be considered.
Participants are encouraged to submit feedback in writing prior to Industry Day #6 no later than January 8th, 2026. Written feedback shall be submitted electronically to Anna Whitcomb at anna.e.whitcomb2.civ@army.mil , Amanda Carlson at amanda.l.carlson25.civ@army.mil , and Derek Rooks at derek.s.rooks.civ@army.mil.
