Purpose of this Notice

This is related to Draft RFP #2 (W519TC-26-R-00003). Offerors will not be reimbursed for costs associated with providing responses.

Industry is requested to review the attached Sections L&M and accompanying Solicitation Attachments 0035 (RFAAP Phase I Self-Scoring Matrix) and 0036 (Project Reference Template). Feedback should focus on the incorporation of this phased approach and the details associated with Phase I and the Self-Scoring Matrix. Comments on Volumes 1 and 2 (Phase II) are not requested at this time.

Proposed Evaluation Structure (from Sections L&M)

The USG intends to award one contract based on a two-phase evaluation:

  • Phase I (Validation): Involves compliance checks and validation of Offeror's Self-Rated Scores using Work Samples and the Self-Scoring Matrix. A minimum score of 40,750 out of 52,000 is required to advance.
  • Phase II (Best Value Trade-off): Evaluates oral presentations for Production (Volume 1) and Operations (Volume 2), and Price (Volume 3).

Evaluation Factors (Descending Order of Importance):

  1. Production (Significantly more important than Operations)
    • Technical and Production Capability (Significantly more important than Waste Stream Management)
    • Waste Stream Management
  2. Operations (More important than Price)

  • Attachment 0035 (Self-Scoring Matrix): An Excel spreadsheet for offerors to self-score their experience in Production (chemical quantities, CPARS), Safety (corporate culture, SMS, EMR, TRIR), and Small Business (categories, ISR/SSR samples). It also lists required contractual documents for submission.
  • Attachment 0036 (Project Reference Template): A template for offerors to detail past performance and relevant project experience, including contract details, POCs, role, and how work samples meet technical requirements.
