Statement of Work (SOW)

To provide biennial on-site inspection and certification of all medical and dental x-ray equipment for the Federal Bureau of Prisons (BOP) across its 122 institutions, ensuring compliance with federal regulations and accreditation standards.

• Conduct comprehensive evaluations of medical radiation use, performing radiological safety surveys and radiation use evaluations for all medical and dental facilities with diagnostic radiological equipment.

• Assess image quality using IEC and DIN compliant phantoms, providing recommendations for improvement.

• Recommend measures to reduce patient and occupational exposures.

• Review institution radiation safety programs and occupational exposure monitoring.

• Report unusual exposures immediately.

• Develop an Annual Inspection Schedule.

• Provide training/refresher sessions for new staff.

• Coordinate travel and scheduling with institution Health Services Administrators (HSAs).

• Submit a Quality Assurance/Quality Control (QA/QC) Plan within 30 days of award.

• MRI, MRA, CT, PET/CT, and nuclear medicine equipment.

• Mammography units.

• Preventive maintenance and repairs beyond calibration and safety testing.

• Inspections must be conducted in accordance with current FDA policy, particularly FDA Compliance Program 7386.003.

• Recommendations for exposure reduction must align with Federal Guidance Report No. 14 (FGR-14).

• Off-Schedule Equipment Inspections: Repaired equipment within 3 business days; new equipment within 30 days of installation.

• Base Year: 12 months from date of award.

• Four 12-month option years, plus a potential 6-month extension.

• Contractor employees work between 7:30 a.m. and 4:00 p.m. Monday-Friday, with potential for work outside normal hours.

• Contractor is responsible for all travel and costs.

• Personnel Qualifications: Minimum 6 years' experience in diagnostic radiological surveys. Certification by ABHP or ABMP is preferred. All federal, state, and local licenses must be valid.

• Continuity of Support: Uninterrupted support with qualified replacements within 5 business days.

• Contractor employees must display government-issued ID badges, identify themselves as contractors, and adhere to DOJ/BOP rules.

• Security Requirements: All personnel must pass BOP clearances, including NCIC/NACI checks, fingerprinting, credit checks, and employment history verification. Clearance documents due 30 days prior to start of work.

• Protection of Information: Compliance with Privacy Act of 1974, DOJ-02, OMB M-06-16, and FAR 52.204-21. Reports and data must be encrypted.

• Government Furnished Resources: Facility access and necessary documentation will be provided.

    • Certification by the American Board of Health Physics (ABHP) or American Board of Medical Physics (ABMP).
    • Demonstrated ability to perform services at a low risk within a law enforcement agency and the environments common to the Federal Bureau of Prisons mission.
  • Technical Approach and Methodology: Assessment of the proposed methodology for fulfilling requirements, including inspection procedures, quality control, training, and scheduling.

• Past Performance: Evaluation of the offeror's history of performing previous contracts and satisfying customers. Information on recent and relevant contracts is required.

• Pricing Evaluation: Prices must comply with regulatory requirements and be deemed fair and reasonable. The government may evaluate reasonableness by comparing unit prices and multipliers. Prices representing a probable loss may be judged unrealistic.

• Quotes must clearly demonstrate understanding of requirements and capability to perform. Generic information may be rated lower than tailored information.

• The Federal Bureau of Prisons is a law enforcement agency with unique security restrictions.

• The government will evaluate quotes based solely on information provided in the offeror's submittal.

• The government is not obligated to search for or infer information not contained in the quote.

• Failure to provide sufficient detail may result in a lower evaluation or technical unacceptability.

• Evaluation of option periods does not obligate the government to exercise them.
