Quick Summary
The Department of the Army has issued a Special Notice for a Commercial Solutions Opening (CSO) titled "Radio frequency (RF) Delivered Effects Platform – Portable 2.0 (RDEP-P2)". This CSO seeks innovative, CMOSS-compatible CEMA systems to provide flexible and efficient RF delivered effects for modern military operations. The system must be portable, adaptable, and integrate various functional payload cards. Responses are due by March 14, 2026.
Scope of Work
The Government requires a flexible and efficient CEMA system capable of seamlessly integrating diverse payload cards, including general-purpose processing, specialized graphical processing, storage, networking, RF switching, SDRs, position/navigation/timing, tactical radio communications, and ASICs. The system must combine these cards into mission-specific configurations to meet operational requirements for rapidly deployable, portable, ground and airborne-vehicular, and fixed-site CMOSS systems.
Key requirements include:
- Standards Compliance: Fully compliant with VICTORY and MORA standards.
- Operational Versatility: Capable of operating in both unclassified and classified environments.
- Portability: Lightweight design (sum of components <=100 lbs) for rapid setup, fixed-site, and vehicular operations. Transition between states must be achievable within 10 minutes by a single operator.
- User Interface: Intuitive graphical user interface (GUI) that integrates with established military capabilities like the Tactical Assault Kit (TAK).
- Maintainability: Allows for in-chassis re-provisioning of CMOSS cards.
- Connectivity: Enables remote control of RF platforms over-the-air (OTA) and is fully compatible with established U.S. Army fielded IP communications platforms, supporting OTA data transmission across relevant Army Programs of Record.
- Optional Capability: Offerors may propose the integration of a Blue small Unmanned Aerial System (sUAS) to extend range and situational awareness.
