Solicitation / RFP / RFQ

This solicitation is for a firm, fixed-price contract for Radiographic Inspection of Sonar Dome Rubber Windows (SDRW). The work is required to be accomplished while the ship is waterborne.

• Perform periodic radiographic inspection of Sonar Dome Rubber Windows (SDRW).

• Comply with NAVSEA STANDARD ITEMS FY-26 CH-1, Naval Research Laboratory Technical Data Requirements for Radiographic Inspection of SDRW (Revision 10), and NSI 009-112 FY-26 CH-1 (Prevention of Radiographic-Inspection Ionizing-Radiation Hazard).

• Obtain permission from SRF-JRMC RSO/ARSO before commencing radiography.

• Submit an illustration showing the 2 mR/hr boundary and calculations to prove its location.

• Submit written notification of intent to commence radiography operations at least 14 working days prior to commencement.

• Establish a physical boundary at the 2 mR/hr (0.02 mSv/hr) boundary and post appropriate signs.

• Provide qualified Radiographers and Boundary Monitors as specified for waterborne or dry dock inspections.

• Maintain constant surveillance of the area boundary.

• Report any boundary violations or loss/theft of radioactive material immediately.

• Provide all management, labor, parts, signs, special test equipment, and radios for communication.

• Comply with all applicable Federal, state, and local Japanese laws, codes, ordinances, and regulations.

• Establish and enforce safety rules meeting OSHA requirements.

• Provide employees with necessary safety equipment.

• Coordinate with the Safety Department.

• Comply with environmental requirements.

• Obtain security access/passes for personnel.

• Contract Type: Firm Fixed Price.

• Period of Performance: September 4, 2026 - September 14, 2026.

• Estimated Work Hours: Normal work scheduled 8:00 AM to 4:45 PM, Monday-Friday, with a 45-minute lunch break.

• Offer Due Date/Local Time: March 20, 2026, 10:00 AM.

• Submission of questions deadline: 2 days prior to solicitation closing date, via email to Sara Robinson.

• Evaluation Factors: Technical (including delivery date), price, and past performance, in no order of relative importance.

• Proposals must not have exceptions; any exceptions must be noted.

• Single award is anticipated for all items.

• Invoices to be submitted via WAWF.

• This acquisition is unrestricted.

• Government Furnished Equipment: Workspace, general consumable supplies, and rigging assistance/trade support.

• Contractor Furnished Property: All management, labor, parts, signs, special test equipment, radios, and tools.

• Place of Performance: Onboard the USS MUSTIN (DDG-89), SRF-JRMC Yokosuka, Japan, pier side.
