The IHS plans to procure Radiology Interpretation & On-Site Services in accordance with the Fair and Open Competition Act (FOCA).

Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for Tele-Radiology interpretation services for the Rosebud Indian Health Service (IHS) facility. The primary goal is to provide timely and accurate interpretation of digital (or digitized) radiology studies.

• Interpretation of various radiology images, including but not limited to CT Scan, Ultrasound, General X-ray, and Mammography.

• Services are required for both routine and emergency interpretations.

• Routine interpretations must be returned within 24 hours of study receipt.

• Emergency interpretations must be returned within 2 hours of study receipt.

• Preliminary interpretations ("wet readings") may be provided for after-hours emergency studies.

• Critical results must be telephonically notified to the sending clinician within 20 minutes, with a written interpretation to follow within 24 hours.

• Radiologists must be available 24/7 for telephone consultation with ordering clinicians.

• The Contractor will interface with Government-furnished Image Archive and PACS.

• Quality/Peer-Review: 100% compliance with Section 4.

• Timeliness: 100% compliance with Section 4.

• Customer Service: 100% compliance with Section 4.

• Reporting Requirements: 100% compliance with Section 4.

• Training: 100% compliance with Section 4.

• Credentialing and Privileging: 100% compliance with Section 4.

• Security/ISSO Clearances: 100% compliance with Section 4, with all clearance forms delivered prior to contract start.

• Government and Contractor Furnished Property: 100% compliance with Section 4 and Section 6.

• Qualifications and Accreditation: 100% compliance with Section 4.

• Performance will be evaluated based on a Performance-Based Matrix.

• Service Unit Location: Rosebud, SD.

• The PWS covers routine and emergency interpretations for the Rosebud IHS facility.

• Contractor radiologists must be licensed, Board-certified/eligible, and English-speaking.

• Contractor must possess a minimum of 1 year of Tele-Radiology experience.

• Radiologists must meet specific credentialing and privileging standards, including accreditation by The Joint Commission.

• Security requirements include obtaining IHS ISSA Security Clearance, completing an Interconnection Security Agreement (ISA) and Business Associate Agreement (BAA), and adhering to patient data security plans and encryption protocols.

• Contractor must comply with Section 508 accessibility requirements.

• Estimated annual workload is provided in Appendix A (Plain Film: 10,000; Ultrasound: 5,000; CT Scan: 7,200; Mammogram: 500).

• Reporting must be in HL7 format, compatible with IHS software. Secure facsimile or internet/server-based interpretation services are acceptable alternatives if HL7 is not feasible.

• Billing information for radiologists must be provided.
