This document is a combined synopsis/solicitation for commercial products and services, specifically for the lease of portable shower trailers for the Heritage Club Pool. The procurement is being conducted in accordance with the format in FAR Subpart 12.6. This announcement serves as the sole solicitation, and a separate written solicitation will not be issued.

• Availability of Funds: Funds are not presently available for this contract. The Government's obligation is contingent upon the availability of appropriated funds.

• Submission: Quotations must be emailed to Nicole Fields (nicole.fields.2@us.af.mil) AND Blake McWilliams (blake.mcwilliams.1@us.af.mil) by 5pm on 23 March 2026 EST.

• Required Documents: Vendors must complete and sign the solicitation document and return it with their quote.

• Evaluation: The Government will award a contract to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Specific evaluation factors are not detailed in this excerpt but will be provided.

• Set Aside: This acquisition is 100% set aside for Small Business concerns.

• Eligibility: Only quotes submitted by small business concerns will be accepted. Quotes from contractors that are not small business concerns will not be considered for award.

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide temporary bathhouse facilities, specifically portable shower trailers, at the Heritage Club Pool during the demolition and rebuild of the new bathhouse.

• Provide a total of two (2) portable combo trailers: one (1) 3-stall trailer and one (1) single-stall ADA-compliant trailer.

• Each stall must be private, with a toilet, vanity, sink, and lockable door from the inside.

• Trailers must be wheelchair accessible, including lifts if needed, and both restroom and shower facilities must be ADA compliant.

• Provide cold and hot water to each stall.

• Ensure propane tanks are portable and full of fuel upon delivery.

• Contractor is responsible for delivery, setup, and disconnect of trailers.

• Trailers must be set up and fully functional by May 21st.

• Grey water removal and plumbing.

• Janitorial services and paper supplies.

• Propane tank refills.

• Primary: May 21, 2026 – August 31, 2026

• Option: May 27, 2027 – August 30, 2027

• Contractor shall provide specifications/manuals for installation.

• Maintenance or replacement of units within 48 hours of a service call.

• Contractor must have a safety plan and provide appropriate Personal Protective Equipment (PPE).

• All waste and debris must be disposed of in compliance with Federal, State, and local laws.

• Maintain a neat and safe work site, promptly removing waste and excess materials.

• Contractor personnel must wear visible identification and vehicles must be clearly marked.

• A Program Manager must be designated as the single point of contact.

• Security requirements for base access must be met, including a five (5) day advance notice for base passes.

• Compliance with all base traffic regulations is required.

• Weapons, firearms, and ammunition are prohibited on base.

• Contractor is responsible for safeguarding government property.

• Installation must adhere to manufacturer's instructions and any more stringent contract requirements.
