This is a combined synopsis/solicitation for commercial products or services for Aircraft Wash and associated lubrication services at RAF Mildenhall, United Kingdom. The government is procuring these services to maintain aircraft.

• Perform aircraft wash and associated lubrication services.

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide aircraft wash and associated lubrication services at Royal Air Force (RAF) Mildenhall, United Kingdom.

• Provide non-personal services including personnel, equipment, tools, supervision, and consumables for aircraft wash and lubrication.

• Ensure services are performed in accordance with applicable Mission Design Series (MDS), Air Force Technical Orders (TOs), and contract terms.

• Personnel must possess knowledge of aircraft maintenance and flightline procedures, and meet security and training requirements.

• Document wash services and training in appropriate systems (MIS) and forms.

• Follow all applicable Department of the Air Force, Department of Defense, and Major Command directives.

• Perform aircraft wash preparations, make applicable entries in aircraft forms and MIS, and notify the Maintenance Operations Control Center (MOCC) of start and stop times.

• Inspect for and document potential corrosion during wash services.

• Perform post-wash lubrication and de-masking of aircraft.

• Adhere to Foreign Object Debris (FOD) prevention policies.

• Account for all tools and consumables.

• No more than four (4) non-conformances per aircraft wash.

• No more than one (1) non-conformance per aircraft post-wash lubrication.

• No more than five (5) non-conformances for aircraft forms documentation and MIS documentation per wash.

• No more than two (2) non-conformances per every three (3) pages of training records reviewed.

• Zero (0) non-conformances allowed for safety violations.

• Period of Performance: One (1) base year, followed by four (4) option years.

• Place of Performance: Hangar 711, Royal Air Force Base Mildenhall, United Kingdom.

• Contractor must provide personnel, equipment, PPE, tools, consumables, supervision, and training.

• Contractor must establish and maintain a Quality Control Plan (QCP).

• Contractor must report monthly quality control summaries.

• Contractor must notify MOCC of any mishap or incident.

• Contractor must adhere to OPSEC requirements and possess a valid Facility Security Clearance (Secret).

• Contractor employees must have a minimum of a current Tier 3 U.S. "Secret" security clearance or equivalent.

• Contractor must comply with environmental, health, and safety regulations.

• Contractor must obtain authorization for hazardous material use and properly dispose of hazardous waste.

Form / Attachment / Pricing Sheet

This document is an incidental equipment inventory provided by the U.S. Government as an account of assets on hand during contract solicitation. It details equipment located in various areas of Hangar 711, including the Office Area, Wash Bay, Composite Tool Kit, and Storage Room.
