- Compliance: Adherence to AAR and FRA safety requirements, EPA emissions (40 CFR Part 1033), and other industry standards.
- Project Management: Including cost analysis, scheduling, risk analysis, and configuration management. The contract anticipates acquiring 4-8 locomotives and 20-80 freight cars annually, alongside sustainment for an estimated 102 locomotives and 642 freight cars.
Contract Details
- Contract Type: Multiple-Award Indefinite Delivery, Indefinite Quantity (IDIQ). Orders will primarily be Firm-Fixed-Price (FFP), with Time-and-Materials (T&M) as an option.
- Ordering Period: Five (5) years from the date of award.
- Maximum Ceiling: $268,000,000.
- Minimum Guarantee: $2,500 per awardee.
- Set-Aside: Full and Open Competition (None). Small Business Right of First Refusal will be applied at the Order level to maximize small business utilization.
Submission & Evaluation
The evaluation process is two-phased:
- Phase I (Advisory Down-Select): Based on corporate experience, capability statement, and certifications. This phase is advisory and does not factor into the final award.
- Phase II (Full Proposals): Evaluated using adjectival ratings for Technical Approach (most important), Key Personnel, Management Approach, Past Performance, and Price. A best-value tradeoff approach will be used.
