Rainwater Drainage Inspection - Conduct optical survey of underground sewage at the US Consulate General Frankfurt

Statement of Work (SOW)

To conduct a comprehensive optical survey and camera inspection of all underground wastewater sewage systems and manholes at the U.S. Consulate General in Frankfurt, Germany. The goal is to create complete documentation of the existing pipes, graphically depict the entire sewage system, identify current conditions, and provide a priority list for urgent repair measures.

• Inspect all main underground sewer lines within the Consulate's Compound.

• Utilize existing manholes, rainwater street drains, shafts, and internal access/cleanout points.

• Minimize disturbance to office workers and surrounding structures.

• Clean sewer mains and secondary networks in accordance with DIN EN 14654-1.

• Perform camera inspections using qualified personnel and specified equipment.

• Document pipe routes, connections, and dimensions up to the public sewer system.

• Identify and report on the current condition of pipes, including root growth, deposits, and incrustations.

• Inspections must be conducted to detect damage to the pipe base.

• Maintain a steady camera position in the pipe axis.

• Use ventilation equipment when entering sewers.

• Digital recording of all inspection measures in specified formats (ASCII, JPG, MPEG-4, XML).

• Data transfer via removable hard drives.

• Inflow and outflow of access points recorded with +/- 10 cm accuracy.

• Camera system must have a horizontal resolution of at least 450 lines and be corrosion-resistant, shock- and vibration-proof, waterproof.

• The total period of performance is 230 calendar days.

• Work will be executed in 8 phased areas across the U.S. Consulate General Frankfurt compound.

• Contractor must provide all labor, material, equipment, and components.

• All materials and equipment must be new unless otherwise noted.

• Contractor is responsible for security of all materials and equipment.

• Adherence to various international and local building codes and standards (e.g., OBO, NFPA, IFC, IBC, DIN, EN).

• Contractor must submit a Project Safety Plan (PSP) and Quality Management Plan (QMP).

• Compliance with US Consulate General requirements, USACE Safety Manual (EM 385-1-1), OSHA Regulations, and local labor laws.

• Personal Protective Equipment (PPE) must be provided.

• Safety briefings and training are mandatory for all personnel.

• Specific procedures for electrical safety, hot work, and confined space entry.

• Personnel and vehicle clearances are required for site access.

• Proper storage of materials, including hazardous materials, is required.

• Temporary utilities (water and electrical) coordination and provision.

• Restoration of affected flooring, walls, finishes, and exterior areas.

• Final site cleanup in accordance with local environmental regulations.

• Detailed Report of the Optical Survey/Camera-Inspection.

• TV Inspection Videos.

• Catalogue of needed Measures (prioritization of repairs).

• Detailed Site Plan of the entire Sewage System.

• Final Project Report detailing work completed, challenges, and results.
