Statement of Work (SOW) / Performance Work Statement (PWS)

This Statement of Work outlines the requirements for ramp repair and associated infrastructure improvements at the 180th FW ANG BASE in Swanton, OH. The project aims to address deteriorated pavements, drainage issues, and environmental risks to support current and future mission needs and enhance aircraft safety.

• Demolition: Remove Buildings 115, 131, 133, tent structure 321, abandoned electrical components, guardrail, fencing, and concrete/asphalt areas. Remove a 12K underground storage tank near Building 124.

• Storm Water Control: Install storm water control structures, including catch basins, piping, and trench drains, to manage water flow and maintain grounds.

• Electrical: Install electrical conduit and wiring for new fabric shelters, including electrical equipment and interior lights.

• Pavements: Prepare areas for and install a new concrete access road, concrete tent pads, and concrete approaches. Install asphalt shoulder patches.

• Fabric Shelters: Purchase and install two new tensioned fabric shelters (~80' x 60') with liners, electrical components, interior lights, and doors. One shelter will include dehumidification equipment.

• 12K Underground Tank Removal: Excavate and dispose of the tank, contaminated wastewater, and concrete ballast pad. Remove surrounding utilities and cap pipes.

• Site Restoration: Fill, level, and grade the worksite to match adjacent soils, then prepare and seed/straw the area.

• Contractor must maintain a clean and safe job site, complying with the Occupational Safety and Health Act.

• All work must comply with federal, state, and local laws and ordinances.

• A one-year warranty for the work is required.

• Disposal of waste and debris must follow Federal and State laws.

• Submittals include cut sheets, concrete design, trench drains, fabric shelters, electrical panel, lighting transformer, and 12k tank testing results. Operations and maintenance manuals and operating instructions are also required.

• As-built drawings for new/modified electrical circuits and storm water drainage components are required.

• The location of the proposed work is within the Toledo ANG Base at the 180th Fighter Wing, 2660 S. Eber Rd., Swanton, OH 43558.

• A site visit is scheduled for July 1st at 10:00 AM EST.

• Contractor Responsibility: Field verify all underground utilities and dimensions. The contractor is responsible for layout and measurements. Government furnished property is not provided.

• Notifications: Provide 7 days advance notice for utility shutdowns or ground disturbance below 3". Provide 7 days advance notice for building utility system, street, or parking lot shutdowns.

• Access & Security: Comply with installation/facility access and local security policies. Background checks and specific training (e.g., Antiterrorism Awareness Level I) may be required for personnel requiring access.

• Burn Permits: Obtain a burn permit before performing open flame or spark-producing work.

• Foreign Object Debris (FOD): Vehicles and equipment going onto the parking apron must be inspected for FOD.

• Utilities: Water/electric utilities are available for contractor use with conservation practices required.

Solicitation / RFP / RFQ

This solicitation is for "Ramp Repair Project Phase II" at the engine shop, designed to enhance operational efficiency and logistical access. The project involves construction of a direct access road, repaving of the engine shop parking lot, installation of two new fabric shelters, and implementation of a new drainage system. • Bonds: Performance and Payment Bonds are required (YES).

• Offers are due by 13 JUL 2026 at 04:00 PM local time.

• Proposals must be valid for at least 30 calendar days after the offer due date.
