Quick Summary
The Defense Logistics Agency (DLA) has published a Justification for Other Than Full and Open Competition (J&A) for a sole-source award to Radiance Technologies Inc. This J&A supports a 5-year, Cost-Plus-Fixed-Fee (CPFF) contract for Range Improvement and Modernization (I&M) support services for the U.S. Army Space and Missile Defense Command (SMDC) Ronald Reagan Ballistic Missile Defense Test Site (RTS). The procurement is conducted under the Employee Stock Ownership Plan (ESOP) pilot program.
Purpose & Justification
This J&A justifies awarding a sole-source contract to Radiance Technologies due to their unique qualifications and developed capabilities over a 6-year period as the incumbent contractor. The government determined that competing this requirement would cause significant delays (18 months to 2 years) and duplication of costs, as a new vendor would need extensive time to replicate Radiance's expertise in RTS infrastructure and instrumentation. Market research, including a SAM.gov synopsis and Sources Sought notice, did not yield other capable vendors for the full scope.
Scope of Work
The contract will provide comprehensive support for RTS, including:
- Operation and Maintenance (O&M) and Improvement and Modernization (I&M) of RTS infrastructure and instrumentation.
- Acquisition of material (hardware and software) for range modernization.
- Prototype design and development for quick reaction test instrumentation.
- Assessment of potential technical investments for range modernization.
- Support for core RTS functions: Test and Evaluation (T&E), Launch Operations, and Space Operations.
- Critical national security missions: Space Domain Awareness, Nuclear Deterrence, Missile Defense, Hypersonic weapons, and classified Space Systems testing.
- Ancillary services: discipline engineering, systems engineering, scientific and technical services, cyber/networks, IT help-desk, IV&V, operations, business management, logistics, and security.
