Justification for Other Than Full and Open Competition

This document justifies a sole-source procurement for Range Improvement and Modernization (I&M) support services for the U.S. Army Space and Missile Defense Command (SMDC) Ronald Reagan Ballistic Missile Defense Test Site (RTS). The procurement is being conducted under the Employee Stock Ownership Plan (ESOP) pilot program, authorized by DFARS 206.302-5(b) and specific National Defense Authorization Acts (NDAA).

• Operation and Maintenance (O&M) and Improvement and Modernization (I&M) of RTS infrastructure and instrumentation.

• Program planning and technical execution for range upgrades.

• Specific I&M projects include: replacement of the ALTAIR tracking radar High Voltage Power Supply, development of a multi-band multi-static radar system, acquisition of specialized test equipment, and procurement of communications components.

• Support for critical national security missions including Space Domain Awareness, Nuclear Deterrence, Missile Defense, Hypersonic weapons, and classified Space Systems testing.

• A synopsis was posted on SAM.gov from January 27, 2026, to February 10, 2026.

• A Sources Sought notice was published on January 20, 2026, with no responses received.

• Two vendors expressed interest in the synopsis but lacked the capacity to execute the full scope.

• The current incumbent contractor, Radiance Technologies Inc., is a Small Business.

• The justification highlights that Radiance has unique qualifications and developed capabilities over a 6-year period, making replacement by a new vendor costly and time-consuming (18 months to 2 years).

• The previous contract (SPRRA224C0020) with Radiance was a bridge contract.

• The government determined that competing this requirement would cause significant delays and duplication of costs.

• Potential subcontractors (McDonald Technical Solutions and Polaris Sensor Technologies) may be identified to support the prime contractor.

Solicitation / RFP / RFQ

The Defense Logistics Agency (DLA) intends to award a single purchase, cost-plus-fixed-fee (CPFF) contract for a 5-year period to Radiance Technologies on a sole-source basis. This contract will support the U.S. Army Space and Missile Defense Command (USASMDC) Ronald Reagan Ballistic Missile Defense Tests Site (RTS) by providing material (hardware and software) for range modernization, including prototype design and development for quick reaction test instrumentation, and assessment of potential technical investments. The contract may also be used for ancillary services such as engineering, IT support, and logistics.

• Support for core functions of RTS, including Test and Evaluation (T&E), Launch Operations, and Space Operations.

• Proposal due date: March 19th, 2026

• Proposals must be valid for at least 180 days.

• Offerors must provide a summary schedule with fully supportable cost data, including labor categories, hours, material costs, and total cost breakdown.

• Specific requirements for cost/price supporting documentation, including indirect rates and subcontractor analysis, are detailed per FAR 15.408.

• Offerors must identify any potential Organizational Conflicts of Interests (OCIs).

• All communications must be submitted in writing directly to the Contracting Officer or Contract Specialist identified.

• The document indicates a sole-source basis to Radiance Technologies, but also notes that the requirement has been advertised on beta.SAM.gov for public viewing, and a formal solicitation will be issued if other suppliers express interest.
