Statement of Work (SOW) / Performance Work Statement (PWS)

To provide management, support, maintenance, and operation of selected ranges at Fort Hood, Texas, to support scheduled range training service requirements.

• Range Operations: Operate and/or support various types of ranges including Automated Multi-Use Ranges (MUR), Automated Small Arms Ranges, Non-Automated Ranges, Instrumented Ranges, Training Areas, and Scaled Ranges. This includes preparing ranges before and after unit arrival and firing exercises, and supporting ranges during firing exercises.

• Maintenance and Repair: Perform maintenance on equipment such as vegetation clearing equipment, small engines, generators, target mechanisms, target control devices, battlefield effects simulators, communications and electronics equipment, ADPE, cameras, and audio/video equipment.

• Support Services: Provide services related to Class I, II, III, IV, VII, and IX supplies, battery shop operations, target fabrication, central issue point (CIP) operations, property accountability, and shipping/receiving.

• The contractor shall operate ranges 24 hours a day, 7 days a week, including weekends and holidays, to support 242 allocated training days.

• A two-hour mandatory shutdown period at dawn and dusk is provided daily for down-range activities.

• The contractor shall develop and maintain an effective quality control program (QCP) to ensure services meet contract requirements.

• Period: The contract is for scheduled training events with availability seven days a week, 24 hours a day, throughout the year.

• Place: Fort Hood, Texas.

• Personnel: Employees must be trained, qualified, certified, and licensed. They must be able to speak, read, write, and understand English. Background checks and Common Access Cards (CAC) may be required.

• Security: Compliance with all applicable DoD, DA, and Fort Hood security regulations and procedures is mandatory. Information disclosure is strictly prohibited.

• Safety: Strict conformance with AR 385-63 (Range Safety) and other relevant safety regulations is required. A Safety Plan must be submitted.

• Training: Specific training requirements are outlined for various roles, including welders, tower operators, and personnel involved in Information Assurance (IA)/Information Technology (IT).
