Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for Range Operations Support Services (ROSS) to support the Armstrong Flight Research Center (AFRC) Mission Operations Directorate. The primary goal is to provide efficient and effective Dryden Aeronautical Test Range (DATR) operations and engineering support.

The contractor shall provide qualified labor and materials for operations and maintenance, support services, test, development, engineering, analysis, specification, design, installation, integration, documentation, training, customer outreach, change management, configuration control, and troubleshooting within the DATR and its interfaces. This includes supporting aeronautics research operations and low-Earth-orbiting (LEO) missions, aerospace flight research, technology integration, space exploration concepts, airborne remote sensing, science missions, and emergency communications for the International Space Station (ISS).

• Range Safety Ground Flight Termination Systems
• Post-Flight Systems
• Mobile Operations Facilities

Performance will be monitored by Performance Monitors (PM) and Contracting Officer's Representatives (COR). The contractor shall report data and metrics as identified in DRD 4, Performance Measurement Report and the Quality Assurance Surveillance Plan. Reportable metrics include Mission Assets: Impacts, System ‘Up’ Time, O&M PM completion, System Availability, and Safety & Quality Metrics.

The permanent duty location is AFRC, Edwards, California. Work is performed off-site on an as needed basis, with the duty location determined by NASA. The work schedule is a flexible 9/80 schedule with core hours from 8:00 am to 3:30 pm PST, Monday through Thursday and alternating Fridays. Support outside core hours may be required.

• Staffing: Requires key personnel (Program Manager, O&M Manager) and the capability for temporary staff augmentation. Overtime may be required but should be minimized.
• Training: Contractor shall provide trained, qualified, and certified personnel. Environmental, health, and safety training is required. NASA-specific training will be identified and paid for by NASA.
• Safety: Contractor shall establish and implement a comprehensive safety, occupational health, and environmental program. This includes reporting unsafe practices, providing new hire training, and developing safety documentation.
• Quality: Contractor shall implement an ISO Quality Assurance Program (QAP) certified to AS9100.
• Security: Contractor must meet security requirements outlined in DD Form 254, including potential need for a final secret clearance for personnel accessing COMSEC material or working on classified projects.
• Facility Management: Contractor shall manage NASA-provided areas, including maintaining floor plans, monitoring utilization, and assisting with facility requirements planning.
• Minor Construction: Contractor may be required to perform minor construction, with specific allowable and unallowable work items defined.
• Property Control: Contractor shall conduct a 100% property inventory and manage Government Furnished Property (GFP).
• Purchasing: Contractor shall utilize a Government-approved purchasing system.
• Data Management: Contractor shall use an electronic method for submitting, tracking, and reporting.
• Deliverables: Reports shall meet NASA requirements and be provided digitally unless otherwise specified.
• Export Control: Contractors and subcontractors are subject to U.S. export control laws and regulations.
• Compliance: Contractor shall adhere to all Federal, Agency, and AFRC policies and procedures.
• Work Breakdown Structure (WBS): The PWS details specific WBS elements including Mission Control Operations, Video Systems, Tracking and Mobile Systems, and Communications Operations, each with detailed requirements and responsibilities.
