The Patrick Space Force Base is conducting market research to determine interest, capability, and socio-economic category of potential sources for a new firm-fixed-price (FFP) requirement for the purchase of RTS (brand name or equal) professional intercommunication & audio equipment. The government is considering this requirement under a small business set-aside program.

Statement of Work (SOW) / Performance Work Statement (PWS)

The primary objective is to replace the existing legacy voice communication system with a modern, scalable, and secure Mission Voice IP Solution to support mission-critical communications at the Morrell Operations Center.

• Design, deliver, and support the installation of an IP-based intercom system.

• Support a phased transition from legacy voice interfaces to the new IP-based capability while maintaining continuity of operations.

• Provide a turn-key solution requiring no Government-developed custom software or one-off engineering.

• Provide comprehensive, role-based training and knowledge transfer for Government personnel to independently operate, administer, and configure the system.

• Develop and deliver a training program for system administrators and operators, including hands-on labs and scenario-based training.

• Provide training materials in an electronic format.

• Conduct a knowledge-transfer/turnover event after installation and prior to final acceptance.

• Provide post-training support for administrator and operator questions.

• Decommission the legacy voice system in a phased approach.

• Procure and deploy Mission Voice IP Hardware.

• Integrate existing voice communication systems.

• Ensure continuity of operations during migration.

• Train users and administrators on the new Mission Voice IP platform.

• Maintain compliance with Department of War (DoW) cybersecurity, interoperability, and sustainment standards.

• System Characteristics: IP-based voice intercom leveraging existing IP network, supports SIP, phased legacy transition, provides legacy/IP bridging without custom development, supports virtualization/remote operations, operator-driven net management, fits existing console physical constraints, supports external stakeholder interoperability, compatible with legacy range systems, supports remote administration access, software endpoints must be RTS vendor-supported and operate in Government environments.

• Hardware: Minimum 128-port rack-mounted voice matrix, accommodate minimum of 600 end users, specific item list provided (e.g., DSO connections, ODIN matrices, expansions, trunkmasters, keypanels, headsets).

• User: Flexibility to switch between devices (mobile, desktop, network-connected), operator configurable layout, 25 hardware end instruments, 8 soft client mobile app licenses, portability across platforms, intuitive UI, customizable profiles.

• Console Hardware Compatibility: Must support industry-standard headset connectors (5-pin XLR-style).

• System Controls: Recording capability, reliable party-line functionality, low latency, minimal audio dropouts, ability to isolate audio sources, private line/point-to-point communication, graceful handling of network disruptions, interoperability with Launch Service Providers (LSPs).
