Statement of Work (SOW) / Performance Work Statement (PWS)

This document outlines the technical specifications for service work items aimed at increasing forest health and vigor, reducing hazardous fuels within the Wildland Urban Interface, and providing resources to the forest product industry and local communities on the Pike-San Isabel National Forest.

• Mechanical Pile (Mandatory): Treatment of approximately 513 acres across Units 2a, 2c, 5, 6a, 6b, 7, 8, and 9a. This involves cutting and mechanically piling live conifer species (1 ft height to 7.9 or 9.9 inches DBH) and standing dead trees (1 ft height to 13.9 inches DBH). Specific requirements include retaining 2-3 snags per acre over 10 inches DBH and any trees with nesting structures or cavities. Piles must meet specific size and location criteria (e.g., minimum 15 feet from live trees, 25-300 feet from improvements/boundaries, 30 feet from water bodies).

• Hand Thinning and Piling (Optional): Treatment of approximately 75 acres across Units 1, 4, and 10. Involves hand cutting and piling live conifer species (excluding Bristlecone and Ponderosa pine) and standing dead trees (1 ft height to 7.9 inches DBH), as well as sound ground fuels (3 inches diameter to 7.9 inches diameter). Specific pile size and location requirements apply, with a minimum of 10 feet from live trees and 25 feet from improvements/boundaries.

• Hand Thinning and Chipping (Optional): Treatment of approximately 31 acres in Unit 3. Involves hand cutting and chipping live conifer species (excluding Bristlecone and Ponderosa pine) and standing dead trees (1 ft height to 7.9 inches DBH), and piling sound ground fuels (3 inches diameter to 7.9 inches diameter). Chipped material must be distributed evenly to a depth not exceeding 2 inches and kept at least 10 feet from streams.

• Cut and Remove Included Timber (Optional): Treatment of approximately 71 acres across Units 2b, 2d, and 9b, involving cutting and removing sawtimber and non-sawtimber trees meeting specified criteria.

• Non-system Trail Closure (Optional): Two optional items for trail closure (0.21 miles and 0.86 miles) involving ripping, slashing, and scattering biomass to impede motorized vehicle access while allowing for foot traffic.

• Minimum Acceptable Quality Levels (AQL) for each item range from 90% (Mechanical Pile, Hand Thinning and Piling, Hand Thinning and Chipping, Cut and Remove Included Timber) to 90% (Non-system Trail Closure).

• Work quality is calculated based on deficient and excess trees, with a minimum acceptable standard of 85% for satisfactory work quality.

• Government inspection procedures include informal visual inspections and formal verification plots.

• Work is to be performed on National Forest System lands within the boundaries of the Pike-San Isabel National Forest.

• Work may be done any time during the contract term, except under conditions of restricted operations due to fire risk, wildlife discoveries, soil moisture, snow depth, or archaeological site discoveries.

• Compliance with Federal, State, and local statutes, standards, orders, permits, and environmental quality laws.

• Contractor is responsible for obtaining GPS receivers for boundary determination with a tolerance of 30 feet.
