Statement of Work (SOW)

To provide Roman Catholic Director of Music and Organist/Pianist Services to support the Command Religious Program (CRP) at the Marine Corps Recruit Depot (MCRD) Weapons and Field Training Battalion (WFTBN) Chapel aboard Edson Range, Camp Pendleton, California.

• Provide music for Roman Catholic worship services, special holy days, and military funerals.

• Offer professional recommendations for the musical program to the WFTBN Chapel Command Chaplain or Civilian Religious Clergy (CRMP).

• Lead congregational singing and provide piano/organ accompaniment for Sunday morning services at the WFTBN Chapel.

• Provide accompaniment for 7 special religious observances throughout the year (e.g., Feast of Mary, Ash Wednesday, Good Friday, Feast of the Assumption, Feast of All Saints, Feast of the Immaculate Conception, Christmas).

• Provide accompaniment for 2 requested funerals.

• Provide a single, pre-qualified substitute approved by the Command Chaplain.

• Subcontracting services are limited to a maximum of four weeks per calendar year.

• Submit congregational song lists for Sunday Mass by Thursday afternoon each week.

• Notify the Command Chaplain of any maintenance or equipment needs.

• Meet quarterly with the Command Chaplain to assess the music program.

• Period of Performance: 7 June 2026 to 6 June 2027, with four potential option years.

• Normal Duty Hours: Sundays, 0900 – 1100, including Federal holidays or when the Government facility is closed.

• Place of Performance: WFTBN MCRD Edson Range Chapel, Camp Pendleton, CA 92055, or an alternate location during emergencies.

• Must be qualified to perform Roman Catholic services.

• Provide musical accompaniment (piano, organ, singing) appropriate to the Roman Catholic Liturgy.

• Able to read music and direct other musicians/vocalists in four-part musical scores.

• Must have experience leading church choirs and performing worship music in a Roman Catholic context.

• Set-up support for production.

• Necessary workspace.

• Utilities.

• Access to musical equipment (2 pianos provided).

• Contractor is responsible for physical security of Government equipment and property.

• Contractor shall not place advertising on Government property.

• Recruit Training Regiment Chaplain: 619-524-1781.

• Contractors require DBIDS credentials for access to MCB Camp Pendleton and other MCIWEST installations.

• Common Access Card (CAC) requirements and background investigation processes are detailed.

Solicitation / RFP / RFQ

This solicitation is a Request for Quotation (RFQ) to procure Music Director, Organist/Pianist Services for Roman Catholic worship services, special holy days, and military funerals at the Marine Corps Base, Camp Pendleton. The services are essential for Roman Catholic worship and will include leading congregational singing, providing piano/organ accompaniment, and potentially recommending substitutes. The contractor will also provide professional recommendations for the musical program.

• Provide a qualified Director of Music and Organist/Pianist.

• Lead congregational singing and provide piano/organ accompaniment for Roman Catholic services on Sundays.

• Provide musical accompaniment for seven (7) special religious observances throughout the year.

• Provide music services for two (2) active duty funeral services as requested.

• Must be able to read music and direct musicians and vocalists.

• Must have experience leading church choirs and performing in a Roman Catholic worship context.

• Provide a single qualified substitute for approval.

• Submit weekly worship bulletin song lists.

• Notify of any maintenance issues with government-owned musical equipment.

• Schedule quarterly meetings with the WFTBN Chapel Command Chaplain.

• Contract Type: Firm Fixed Price

• Period of Performance: Multiple line items and option periods extend from July 1, 2026, through June 30, 2031.

• Set-Aside: 100% Small Business Set-Aside.

• Quotations must be submitted via email by the date and time specified in block #8.

• Questions must be submitted via email by a specified deadline.

• Proposals must be valid for 90 days.

• Award will be made to the responsible quoter whose quotation conforms to the solicitation and is most advantageous to the Government, considering technical capability and price.

• Evaluation Factors: Technical Capability and Price.

• Technical acceptability will be rated as Acceptable or Unacceptable.

• Price analysis will be used to verify fair and reasonable pricing.

• This procurement is a 100% Small Business Set-Aside.

• Offerors must be registered in the System for Award Management (SAM).

• The solicitation includes various FAR and DFARS clauses, including those related to payment instructions (WAWF), contract terms, and prohibitions on certain telecommunications equipment.

• The Government reserves the right to award no contract, depending on the quality of quotes and availability of funds.
