This solicitation is for the purchase and installation of a new tree/seedling cooler unit for the Bureau of Land Management (BLM), Roseburg District Office. The cooler will be installed within an existing 36' deep by 84' by 18' tall pole building structure.

• Cooler Unit: A new, fully functioning cooler/freezer unit, approximately 30 feet deep by 48 feet wide by 16'4" tall, with a minimum 12 feet Wide x 10 feet High sliding door. It must fit on the existing concrete pad and meet structural code requirements for seismic and wind forces. The cooling system should maintain a temperature range of 34 deg ± 2 degrees F, with a preferred three (3) phase compressor and single or three (3) phase evaporators.

• Installation: Installation must be per manufacturer's instructions and recommendations. Electrical wiring from an existing 200-amp panel is required.

• Submittals: A submittal of the new cooler and layout/configuration is required for BLM approval before procurement and manufacturing.

• Documentation: Provide all warranty documentation, certifications, and operational/maintenance manuals (electronic and hardcopy).

• Training: Provide training to BLM staff on cooler operation.

• Testing: Contractor to test cooler settings for one week to ensure correct and efficient operation.

• Contract Type: Firm Fixed Price Commercial Services Contract.

• Period of Performance: Base Period: May 5th, 2026 through August 5th, 2026. The contract may include options for up to 4 years total.

• Submission: Quotations shall be submitted electronically via email to Kevin J. Cochran at kcochran@ios.doi.gov.

• Questions: Questions must be submitted in writing to Kevin J. Cochran via e-mail by 5:00pm PDT on March 26th, 2026.

• Offer Due Date: April 3rd, 2026, 15:30 PDT.

• Evaluation: Award will be made to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Price will be fair and reasonable.

• The acquisition is set aside for Small Business (100%).

• The document includes detailed specifications for the cooler's box, walls, roof, door, cooling system, and electrical requirements.

• Fire requirements and safety procedures are outlined, including those for closed fire season and fire precaution levels.

• Various FAR clauses are incorporated by reference and in full text, covering contract terms, conditions, labor standards, and other requirements.
