Contract Details
- Type: Cost Plus Fixed Fee (CPFF) for services, Cost No Fee for Other Direct Costs (ODCs).
- Period of Performance: Base period from July 16, 2026, to July 15, 2027, with five additional option periods, extending through January 15, 2032.
- Estimated Effort: Approximately 92,160 direct labor hours for the base period, potentially reaching 506,880 hours if all options are exercised.

Submission & Evaluation
This solicitation uses a two-step evaluation process:
- Step One (Viability Determination): Requires verification of SeaPort-NxG status, Secret Facility Clearance Level (FCL), a facility within 25 miles of the NCR, and demonstrated similar experience.
- Step Two (Quote Submission and Evaluation): Quotes must be submitted in two volumes: Volume I (Non-Cost Quote) and Volume II (Cost Quote).
- Evaluation Factors: Non-cost factors (Performance Approach and Past Performance) are significantly more important than the Cost Quote. Performance Approach is more important than Past Performance. Cost realism will be evaluated for quotes rated Acceptable or higher on non-cost factors.
