Interested parties are advised of the USDA Ombudsman Program for Agency Protests (OPAP), which provides an internal alternative for resolving protest issues. Concerns should first be directed to the Contracting Officer, with escalation to the Ombudsman if unresolved. Formal protests can be filed with either the Contracting Officer or the Ombudsman, with a goal to resolve within 35 calendar days. Protesters must use their best efforts to resolve concerns informally before filing a formal protest. Filing a protest with USDA implies agreement not to pursue the same matter with external forums like the GAO while the agency protest is pending.
