Temporary Practice Certificates are not acceptable. BPA awardees can qualify for specific locations based on their licenses and may add licenses later. All BPA awardees are eligible for calls in American Samoa regardless of their specific state-level licenses.
• Previous Appraisal Work: A list of completed appraisal work within the USACE POH AOR is required, including Project Title, Location, Type of Appraisal Service, Completion Date, and Name of Contracting Agency/Customer. Experience in all eight different appraisal service types is favorable. More recent experience and experience with Federal Government Agencies are also considered favorable.
• Appraisal Work Sample: One (1) Yellow Book compliant appraisal work sample for a licensed location is required. This sample will be reviewed for completeness, quality, and structure. Only the first sample submitted will be reviewed.

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide professional and technical real estate appraisal services on an as-needed basis to support the missions of the U.S. Army Corps of Engineers (USACE), Honolulu District (POH).

• Provide all necessary personnel, equipment, supplies, and services for real estate appraisal.

• Perform appraisal reports compliant with federal standards, laws, and regulations.

• Services include valuation of various property types and real property interests for acquisition, disposal, and leasing actions.

• Appraisers must adhere to USACE Engineering Regulation (ER) 405-1-12 Real Property Acquisition and other applicable regulations.

• Accuracy, Quality, Quantity, and Timeliness of assigned project taskings.

• Willingness to participate and quality of feedback during Project Development Team (PDT) meetings.

• All actions to be fully coordinated and completed accurately in a timely manner according to industry/DOD guidelines.

• Participation in 100% of all PDT meetings associated with assigned actions.

• Appraisal reports will be reviewed by a USACE Appraiser for adequacy, relevance, and completeness.

• Period of Performance: One (1) year from the date of award.

• Place of Performance: Primarily at the Contractor's own place of business. Services may be required across the Hawaiian Islands, Commonwealth of the Northern Mariana Islands, American Samoa, Guam, and other U.S. territories and freely associated states within the USACE POH area of responsibility.

• Appraisers must hold a valid, current State Certified General Real Property Appraiser license (or equivalent) in the jurisdiction where the property is located.

• Appraisers must possess verifiable experience in performing appraisals for federal land acquisitions and disposals in accordance with the Uniform Appraisal Standards for Federal Land Acquisitions (UASFLA).

• Possession of a professional designation from a nationally recognized appraisal organization is highly desirable.

• Contractor personnel must comply with security requirements, including suspicious activity reporting and Antiterrorism (AT) Level 1 training.

• Contractors must comply with E-Verify Program requirements for employment eligibility verification.

• The contract will be a firm fixed price contract.

• Total cost of all individual orders shall not exceed $350,000.00 within the period of performance.
