Scope of Work
The RPSS III scope encompasses direct maintenance of data within real property systems of record, provision of Subject Matter Experts (SMEs), and standalone studies and analyses. Services include data collection, creation, entry, analysis, editing, maintenance, and reporting within various Government systems (e.g., GFEBS, ePRISMs, ISR-I, PLANS, PRIDE, SIP, HQIIS, DART, INFADS, MDI, BUILDER). SMEs will cover areas such as Master Planning, Environmental Engineering, Fire Protection Engineering, and Certified Playground Inspection. Standalone studies may include requirements assessments, utility evaluations, environmental impact studies, and economic/financial analysis, provided they do not lead to construction or are not designated as Master Planning analyses. Performance locations include DOW installations and other Government Facilities within the Contiguous United States (CONUS), including Alaska and Hawaii, and Outside the Contiguous United States (OCONUS) locations such as Germany, Honduras, Italy, Japan, Kuwait, Kwajalein, Marshall Islands, Philippines, Poland, Qatar, Republic of Korea, Spain, and United Kingdom.

Submission & Evaluation
Proposals must be submitted electronically through the Solicitation Module of the Procurement Integrated Enterprise Environment (PIEE) website (https://piee.eb.mil). The evaluation will follow a "qualifying offer" approach, with awards made to all responsible offerors whose proposals are determined technically acceptable and meet qualifying criteria.
