Response Structure & Non-Responsive Criteria
Responses should follow a hybrid model, including a 10-page maximum core response (Executive Summary, Technical Approach, Requirements Traceability Matrix, Risks and Assumptions, ROM Cost and Schedule) and optional attachments/slides. Responses will be considered non-responsive if they fail to meet the TRL 6 minimum maturity, do not provide verifiable past performance, offer only conceptual capabilities, fail to isolate the System-of-Interest (SoI), provide marketing content, or omit required sections.
