Statement of Work (SOW) / Performance Work Statement (PWS)

This Statement of Work (SOW) outlines the requirements for providing Program Manager for Reasonable Accommodations (RA) Support Services to the U.S. Department of Transportation (DOT), Departmental Office of Civil Rights (DOCR). The objective is to ensure the Agency's compliance with federal statutes requiring reasonable accommodations for qualified individuals.

• The Contractor will assign labor categories to provide RA support services, playing a critical role in reviewing reasonable accommodation requests, evaluating disability documentation, and drafting decision letters.

• Services will be performed remotely off-site.

• A Program Manager (PM) will serve as the primary administrative and technical lead, acting as the liaison between the Contractor's corporate office and the Government.

• RA Support Analysts will be responsible for determining eligibility for reasonable accommodations, reviewing medical documentation, assessing essential job functions, and recommending appropriate accommodations.

• Services will be performed remotely off-site.

• Program Manager Responsibilities: Administrative Point of Contact, Operational Oversight, Personnel Performance supervision, Budgetary Projection, Invoice Reconciliation, Communication Buffer, and Remote Availability.

• RA Support Analyst Qualifications: Minimum of 5 years' experience as an attorney, or 3 years' experience in HR/labor relations with RA processing experience; technical expertise in relevant laws, regulations, and best practices; knowledge of assistive technology; medical documentation review and analysis skills; administrative support proficiency; ability to follow SOPs and agency policies; strong interpersonal and communication skills; and adherence to confidentiality requirements.

• Reporting Requirements: The Contractor will provide Bi-weekly, Monthly, Quarterly, and Fiscal Year Performance Reports and Budget Reports, detailing services rendered, costs, and funding status.

• Government Furnished Equipment: The Agency will provide request files, documentation, POC information, RA policies, a laptop, PIV card, and IT access.

• Confidentiality and Privacy: All case files and documentation containing personal data must be treated confidentially and stored securely. Records must be returned or destroyed upon completion of the assignment.

• Contractor Liability: The Contractor is financially responsible for damage to property or equipment exceeding $2,500.

• Access to Sensitive Information: Contractor employees must be U.S. citizens or lawful permanent residents, undergo background investigations, and receive training on handling sensitive information.

• Physical Security: The Contractor is responsible for safeguarding government property.

• Standards of Conduct: Employees must maintain satisfactory standards of competency, conduct, appearance, and integrity. The work environment is smoke-free and drug-free.

Interested parties are requested to submit the following in response to this RFI after reviewing the DRAFT SOW:

• Provide feedback and questions on the Statement of Work.

• Provide a list of proposed labor categories to accomplish the work.

• List current or previous past performance references for RA services performed within the last three years.

• Responses are limited to 10 pages, excluding attachments.

• The deadline for submission is 12:00 PM Eastern Time, April 3, 2026.
