Purpose & Scope
DISA seeks information from potential sources for its records management and declassification programs. The records management focus involves assisting the Agency Records Officer with planning, controlling, directing, organizing, training, promoting, and managing records creation, maintenance, use, and disposition. The declassification program focuses on automatic declassification reviews and referrals.
Key requirements include:
- Records Management: Support Federal Records and Information Management (RIM) programs, including declassification guides, disposition schedules, and program assessments. Assist with transitioning to fully electronic records environments (scanning, metadata tagging, SharePoint Online) in line with OMB/NARA M-19-21.
- Declassification: Conduct automatic declassification reviews and referrals at NARA facilities (Archives II, College Park, MD). This involves page-by-page review of DISA records, responding to referrals within 60 days, and identifying/transferring permanent records. A minimum of 20,000 and a maximum of 40,000 records must be reviewed annually with 95% accuracy. Experience with interagency declassification referral processes (NARA IRC), Restricted Data (RD), and Formerly Restricted Data (FRD) is required.
- Personnel & Security: Personnel must possess Top Secret/Sensitive Compartmented Information (TS/SCI) clearances and specialized training (e.g., Historical Records Restricted Data Reviewers). Contractors must hold an interim or final TS Facility Clearance. U.S. citizens are required, with Tier 5 background investigations for TS/SCI roles.
