Statement of Work (SOW) / Performance Work Statement (PWS)

This document outlines the specifications and requirements for janitorial services to be provided at recruiting facilities.

• Frequency: Services are generally required three days per week, unless otherwise warranted. Cleaning must occur at least twice per week. No cleaning on Federal Holidays; services will be performed the next business day.

• Scheduling: Appointments are required and must be scheduled in advance with the Military Service Representative (MSR). MSRs will unlock doors and be present during cleaning. No-shows by the contractor will be reported. No-shows by MSRs will result in the contractor not making up the day's cleaning and reporting on the next scheduled day.

• Key Tasks: Includes trash removal and liner replacement, vacuuming of carpets and hard surfaces, damp mopping of non-carpeted floors, disinfection of high-touch surfaces, restroom cleaning and supply replenishment, cleaning of glass surfaces (interior and exterior), dusting, and periodic carpet cleaning (twice per year).

• Specialized Services: Includes de-scaling toilet bowls and urinals, changing HVAC filters (quarterly), cleaning HVAC intakes (quarterly), cleaning light fixtures (annually), emergency cleaning (as needed), and re-lamping (as needed).

• Cleaning Standards: Services must be performed in accordance with manufacturer's directions, industry standards, and specifications outlined in the Performance Work Statement.

• Product Requirements: Use of environmentally friendly products is mandatory. Disinfection requires alcohol solutions of at least 70% alcohol or EPA-Registered disinfectants. Recycled materials are encouraged.

• Checklist: A Janitorial Service Checklist must be completed by the contractor and signed by both the contractor and MSR upon completion of each week's cleaning. This checklist is for contractor use and should not be signed in advance.

• No-Shows: Deductions may be made for no-shows by the cleaning contractor.

• Services are for recruiting facilities.

• Carpet cleaning must be performed during normal working hours.

• Access: Contractors will not be provided with keys, passwords, PINs, or entry codes. MSRs will unlock doors.

• Carpet Cleaning: Must use professional carpet cleaners certified by IICRC, utilizing truck-mounted hot water extraction units. "Steam Cleaning" is the required process. Spot cleaning and Scotch Guard application are also required. Water/steam temperature must not exceed 120°F. Carpets must be dry before foot traffic resumes.

• Lighting: Re-lamping requires energy-efficient LED lamps/tubes compatible with existing ballast hardware.

• Identification: Janitorial contractors must wear identification badges at all times while cleaning military facilities.
