• Pre-Deployment Site Survey (PDSS): The Government will support a PDSS, with the date to be determined.
• Operations Window:
  • Dry days: 2 sorties maximum, single target, 2-hour vulnerability windows, expected 1200-1400 and 1700-1900.
  • Live fire days: 1 sortie, 2 targets per sortie, second launch after intercept, 3-hour vulnerability window, expected 1300-1600.
• Simultaneous Aircraft: For dry days, a maximum of 2 sorties are expected, each with a single target and 2-hour vulnerability windows.
• UAS Operation Responsibility: The contractor will provide the Remote Pilot-in-Command (PIC) for flying the UAS.
• Shipping and FOB: "FOB Destination" will be noted on award. The contractor can quote shipping within the final price, and is liable for any damage/unavailability of equipment during transport.
• CLIN Structure: The award will be for one CLIN. Contractors are allowed to provide a breakdown of their quote as an attachment.
• Travel Pricing: Travel can be broken down and must adhere to U.S. General Services Administration travel/per diem rates. This breakdown can be shown on the quote as an attachment to the award.

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide comprehensive Group 2 Unmanned Aerial System (UAS) target training services for the 301st Rescue Squadron (RQS) at Patrick Space Force Base (SFB), FL. The training aims to instruct, practice, and familiarize HH-60W aircrews with tactics for countering small, high-speed aerial threats.

• Provide four (4) Group 2 UAS targets capable of speeds between 100-120 KIAS, operating below 500 feet, with a minimum 3-hour endurance, and controlled flight within 20-25 NM offshore over the Atlantic Ocean.

• Provide qualified personnel for UAS asset transport, assembly, launch, operation, and recovery.

• Conduct four (4) total training days: two focused on "search and intercept" sorties and two focused on "intercept and kinetic engagement" sorties, culminating in the destruction of the UAS targets.

• Designate a single point of contact (POC) for coordination with the government's technical representative and attend pre-mission briefings.

• Remove all company-generated waste and equipment daily. No debris recovery from destroyed targets is required.

• UAS targets must meet specified performance characteristics (airspeed, altitude, endurance, control).

• Training events must culminate in the destruction of the UAS targets.

• Place of Performance: Patrick SFB, FL for launch, recovery, and ground support. Air training operations will be conducted in the designated airspace 12-25 nm east of Patrick SFB over the Atlantic Ocean.

• Period of Performance: To be determined at the time of award, based on government need and lead time. Contractor must demonstrate flexibility for weather or range scheduling.

• Government Furnished Information/Property (GFI/P): Base access credentials, suitable briefing space. Hangar space may be provided on a space-available basis. Government is responsible for airspace scheduling.

• Base Access: Contractor must comply with all installation access, security, and identification requirements for Patrick SFB. Delays due to non-compliance are the contractor's responsibility.

Request for Information (RFI) / Sources Sought

This notice is a Request for Information (RFI) for market research purposes only, not a solicitation. The government is seeking information on contractor capabilities to provide services for instructing, practicing, and familiarizing HH-60W aircrews with tactics, techniques, and procedures (TTPs) for countering Group 2 Unmanned Aerial System (UAS) threats. The contractor would supply realistic targets and operational support for a four-day live-fly training event. The anticipated RFQ number is FA2521-26-Q-B056.
