Statement of Work (SOW) / Performance Work Statement (PWS)

To provide a comprehensive Group 2 Unmanned Aerial System (UAS) target training service for the 301st Rescue Squadron (RQS) at Patrick Space Force Base (SFB), FL. The training aims to instruct, practice, and familiarize HH-60W aircrews with tactics for countering small, high-speed aerial threats.

• Provide four (4) Group 2 UAS targets capable of meeting specific performance characteristics (100-120 KIAS, below 500 feet altitude, minimum 3 hours endurance, controlled flight 20-25 NM from shore).

• Provide qualified personnel for UAS transport, assembly, launch, operation, and recovery.

• Execute four (4) training days: two focused on "search and intercept" and two on "intercept and kinetic engagement" sorties, culminating in target destruction.

• Designate a single point of contact (POC) for coordination with the government technical representative and attend pre-mission briefings.

• Remove all company-generated waste and equipment from government facilities daily. No debris recovery from destroyed targets is required.

• UAS targets must meet specified performance characteristics (airspeed, altitude, endurance, control range).

• Period of Performance: June 22-26, 2026. Contractor must demonstrate flexibility for weather or range scheduling.

• Place of Performance: Launch, recovery, and ground support at Patrick SFB, FL. Air training operations in designated airspace 12-25 nm east of Patrick SFB over the Atlantic Ocean.

• Government Furnished Information/Property (GFI/P): Includes base access credentials, briefing space, and responsibility for airspace scheduling. Hangar space may be provided on a space-available basis.

• Base Access Requirements: Contractor must comply with all installation access, security, and identification requirements for personnel, vehicles, and equipment at Patrick SFB. Failure to comply may result in delays at the contractor's expense.

Request for Information (RFI) / Sources Sought

This notice is a Request for Information (RFI) for market research purposes only, not a solicitation. The government is seeking information on contractor capabilities to provide services for instructing, practicing, and familiarizing HH-60W aircrews with tactics, techniques, and procedures (TTPs) for countering Group 2 Unmanned Aerial System (UAS) threats. The contractor would supply realistic targets and operational support for a four-day live-fly training event. The anticipated RFQ number is FA2521-26-Q-B056.

• Interested firms should submit a capabilities package outlining their capabilities, including DUNS, Cage Code, SAM registration expiration date, and GSA contract number/expiration date (if applicable).

• Companies are requested to propose a pricing schedule.

• The capabilities package should include no more than three past references with contact information and contract numbers.
