Statement of Work (SOW) / Performance Work Statement (PWS)

The purpose of this work is to blast and produce a minimum of 50,000 cubic yards of riprap (16-24 inch size) at the Red Canyon Mine, located approximately 8 miles southwest of Socorro, New Mexico. The riprap will be utilized by the Bureau of Reclamation for river maintenance and flood control projects.

• Blasting Pattern Design: Contractor to design a blasting pattern based on mine geology and blasting methods to achieve the specified riprap size.

• Drilling and Blasting: Produce no less than 50,000 cubic yards of 16-24 inch riprap.

• Safety Compliance: All blasting must adhere to Reclamation Safety and Health Standards (RSHS), ATF, IME, OSHA, and MSHA standards.

• Blasting Plan Submission: A conceptual blasting plan must be submitted for review and approval by the Contracting Officer’s Representative (COR) at least thirty days prior to bringing explosives on-site. The plan must detail transportation, handling, storage, use of explosives, personnel, blasting concepts, blasthole details, controlled blasting techniques, and controls for noise, dust, flyrock, airblast, and vibrations.

• Blast Records: Contractor must maintain and provide blast records to the COR, including details on location, materials, explosives, hole specifications, quantities, firing methods, initiation systems, delay periods, and weather conditions.

• Blasting Execution: Blasting is to proceed from the highest elevation down, ensuring stable high walls and flat working surfaces. Awareness of potential voids and soft spots in the rock is critical to manage flyrock.

• Production of at least 50,000 cubic yards of riprap.

• Riprap size between 16-24 inches.

• All work subject to acceptance by the COR based on completeness, conformity, and timeliness.

• Performance Period: From award date through November 1, 2026.

• Location: Red Canyon Mine, Socorro County, New Mexico.

• Certifications: All workers must possess Mine Safety and Health Administration (MSHA) Certification (Form 5000-23).

• Permits: Contractor is responsible for all Federal, State, and Local required permits.

• Government Furnished: Reference maps of the project area will be supplied by the USBR.
