This is a combined synopsis/solicitation for commercial items, specifically janitorial services for the Red Canyon Visitor Center. • Evaluation will be based on the highest technically rated offer with fair and reasonable pricing and acceptable or neutral past performance. Award will not necessarily be made to the lowest-priced offeror.

• Key submission documents include the SF-1449, Schedule of Items, Technical Response, Equipment List, Biobased Product List, Safety Plan and History, Past Performance Datasheet, and SF-1413 Subcontractor Form (if applicable).

• Offerors must hold prices firm for 90 calendar days from the offer due date.

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide janitorial services for the Red Canyon Visitor Center and its associated restrooms, located in Panguitch, Utah.

• Interior Visitor Center (approx. 2,700 sq ft): Includes sweeping and mopping hard surfaces (ceramic tile and linoleum), cleaning desktops/tabletops, wiping vertical surfaces, dusting interpretive displays and interior window coverings, emptying trash, cleaning drinking fountains, break room sinks/fixtures, interior windows, and the staff restroom.

• Exterior Restrooms (approx. 500 sq ft): Includes sweeping and mopping tile floors, cleaning countertops/sinks, wiping vertical surfaces, emptying trash, cleaning drinking fountains, toilets, urinals, bathroom partitions, and refilling paper products and soap dispensers.

• Supplies: Contractor to furnish all labor, supplies (except Government-furnished property), and equipment. Bio-based products are encouraged and required for certain categories.

• Location: Red Canyon Visitor Center, 5375 UT-12, Panguitch, Utah.

• Contract Period: Base Year tentatively June 1, 2026 - May 31, 2027, with four potential option years.

• Service Periods:

  • Regular Season (May 1 - Sept 30): Daily cleaning of restrooms and exterior glass; weekly cleaning of the Visitor Center interior.
  • Winter Season (March 26 - April 30 & Oct 1 - Nov 15): Three days per week (Mon, Wed, Fri) for restroom cleaning; weekly cleaning of the Visitor Center interior.

• Work Hours: Services to be performed outside regular business hours (1800-0800), including National Holidays.

• Bio-based Products: Compliance with USDA's Bio Preferred program is required for designated products. A list of proposed bio-based products must be submitted with the proposal.

• Contractor Responsibilities: Includes employee identification, security compliance, key control, energy conservation, safety measures, and reporting of any issues.

• Government-Furnished Property: Includes keys and dumpster.

• Quality Assurance: Performance will be measured based on standards in the PWS, evaluated through customer feedback, random checks, and inspections. A Quality Assurance Surveillance Plan (QASP) is provided.

• Performance Standards: 100% adherence to performance requirements is expected, with a maximum of three reported occurrences of less than 100% compliance per bi-monthly inspection cycle. Rework at no cost to the government is required for non-compliant services.
