Fit reasons
- NAICS alignment with historical contract wins in similar service areas.
- Scope strongly matches core technical capabilities and delivery model.
Risks
- Past performance thresholds may require one additional teaming partner.
- Potential clarification needed on staffing minimums before bid/no-bid.
Next steps
Validate eligibility requirements, assign capture owner, and schedule partner outreach to confirm teaming strategy before submission planning.
Quick Summary
The Department of the Navy / NAVFACSYSCOM ATLANTIC has issued a Justification and Approval (J&A) to increase the maximum not-to-exceed (NTE) amount for an existing Indefinite Quantity/Indefinite Delivery (IDIQ) contract (N6247022D0003) held by GET Solutions, Inc. for Architect-Engineer (A-E) services. The contract capacity will increase by $16,000,000, from $10,000,000 to $26,000,000. This action is necessary to prevent delays and negative impacts on mission-critical projects due to an accelerated burn rate and market impacts.
Purpose of Justification
This J&A justifies the use of other than full and open competition to modify an existing A-E IDIQ contract. The original NTE of $10,000,000 was deemed insufficient due to market impacts from post-COVID unit rates and other escalation factors, leading to a faster-than-anticipated expenditure of funds. Without this increase, the contract is expected to reach its capacity before the completion of several advanced projects, potentially causing demobilization from ongoing construction and significant delays.
Contract Details
- Contract Number: N6247022D0003
- Contractor: GET Solutions, Inc.
- Services: Architect-Engineer (A-E) services, including geotechnical and airfield design and engineering, within the NAVFAC Atlantic Geographic Area of Responsibility (AOR).
- Original NTE: $10,000,000
- Proposed Increased NTE: $26,000,000
- Period of Performance: Five-year ordering period, currently in its fourth year, ending June 15, 2027.
- Place of Performance: Norfolk, VA, United States.
Rationale for Sole Source
The rationale for this modification under 10 U.S.C. 2304(c)(2) (Unusual and Compelling Urgency) is to avoid significant mission impacts. Failure to increase capacity could result in demobilization from critical ongoing construction projects (e.g., Oceana Project) and delays for repairs at Barksdale AFB, NAS JRB New Orleans, and MCAS Cherry Point, as well as essential consultation services and evaluations. A follow-on IDIQ contract for similar services is planned for award in Quarter 4 FY27.
Eligibility / Set-Aside
The original contract was solicited as Full and Open Competition. This modification does not alter the eligibility requirements.
