Justification for Sole Source

The Government lacks adequate technical data rights for competitive reprocurement of this critical M88A2 Hercules component. Developing a competitive package through reverse engineering is estimated to cost approximately $101.7 million and would require significant time. Market research identified Renk (CAGE 02978) and BAE Systems (CAGE 06085) as the only approved sources for new engines. While other manufacturers like Caterpillar and Cummins produce diesel engines, they are not "drop-in" solutions for the M88A2 and would necessitate substantial engineering and testing. The current Technical Data Package (TDP) is insufficient for competitive procurement, and there are no plans to increase competition for future procurements of this item.
