Raymond Pond Full Services Solutions JV, LLC is considered uniquely qualified due to their status as the current designer of record with intimate knowledge of the plant and their previous design. California state regulations require a licensed professional who personally created or supervised a design to seal it, making Raymond uniquely qualified for this design refresh. Market research was not conducted as the contractor is active and in good standing on the AE Next IDIQ contract.
