THIS IS NOT A REQUEST FOR QUOTE – THIS IS A NOTICE OF THE GOVERNMENT’S INTENT TO ISSUE A SOLE SOURCE CONTRACT FOR REDUCED OXYGEN BREATHING DEVICE (ROBD) MAINTENANCE & REPAIR

The Department of the Air Force, Air Force Installation Contracting Center, 338 Enterprise Sourcing Squadron, Joint Base San Antonio (JBSA)-Randolph, TX, 78150, announces the intent to award a new contract for Reduced Oxygen Breathing Device (ROBD) Maintenance Contract.  The contract will be awarded on a sole source basis to Environics, Inc, 69 Industrial Park Rd E, Tolland, CT 06084-2805, a Woman-Owned Small Business (WOSB), statutory authority for the sole source procurement is 10 United States Code 2304(c)(1) as implemented in Federal Acquisition Regulations ( FAR) 6.302-1 and required by FAR 6.303-2(b)(4), “Only one source and no other supplies or services will satisfy agency requirements”.  The anticipated period of performance will be for one (1) base year and four (4) 12-month option years.

The anticipated award to Environics, Inc, is to provide scheduled and unscheduled maintenance services/repairs, and customer support for the ROBD system.  The system consists of one (1) ROBD, three (3) regulators (and associated T-handles), three (3) braided hoses, one (1) breathing bag, one (1) pulse oximeter, one (1 power cable, and the ROBD shipping case.   

This notice does not constitute a Request for Quote (RFQ)/Invitation for Bid (IFB)/Request for Proposal (RFP) or a promise to issue an RFQ, IFB or RFP in the future.  This notice does not commit the U.S. Government to contract for any supply or service.  Further, the U.S. Government is not seeking quotes, bids or proposals at this time and will not accept unsolicited proposals in response to this notice.  The U.S. Government will not pay for any information or administrative costs incurred in response to this notice.  Submittals will not be returned to the responder.  The NAICS code is 811210, Electronic and Precision Equipment Repair and Maintenance and the size standard is $34M.

Responses submitted in response to this notice shall include the following:

a. Description of how the interested party plans to provide services as described in the attached PWS.

b. Your business size status (i.e. 8(a) Business Development Small Business Certification, Historically Underutilized Business Zone (HUBZone), Woman-Owned Small Business (WOSB), or Service Disabled Veteran-Owned Small Business (SDVOSB), Small Business, Large Business, etc.)

To be considered by the Government, interested parties must deliver their intent and capabilities to satisfy the Government's requirement to the Contracting Officer not later than 2:00 PM (Central Standard Time) on December 29, 2025.  A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.  However, if a competitive solicitation is released, it will be synopsized on the Government-wide Point of Entry.  It is the responsibility of potential offerors to monitor the Government-wide Point of Entry for additional information pertaining to this requirement.   For specific questions, please contact the Contract Specialist, Ms. Courtney Carter at courtney.carter.6@us.af.mil.
