Statement of Work (SOW) / Performance Work Statement (PWS)

To provide grounds maintenance services at the United States Department of Agriculture (USDA), Forest Service (FS), Intermountain Region's Redwood Road Work Center in Salt Lake City, UT.

• Maintain healthy grass, trees, shrubs, and plants, presenting a clean, neat, and professional appearance year-round.

• Perform mowing, edging, trimming, weeding, and spraying for weeds.

• Prune vegetation to maintain clear access to gates and remove encroaching limbs.

• Apply commercial fertilizer according to manufacturer's instructions throughout the year.

• Manage sprinkler systems, including winterization and spring checks.

• Conduct fall and spring leaf cleanup as needed.

• Remove snow from the service area.

• Dispose of all vegetative debris off-site in accordance with regulations.

• Grass height: 2-3 inches in warm weather (June-Sept), 1.5-2 inches in cooler weather (April, May, Oct).

• Mowing equipment must prevent turf damage.

• Grass must be bagged with no clippings remaining.

• Trimming height to match or be slightly lower than surrounding grass.

• Vegetation cut to no more than 4 inches from the ground when it reaches 12 inches.

• No topping or dehorning of trees permitted during pruning.

• Performance monitored via Quality Assurance Surveillance Plan (QASP) and Quality Assurance Checklist.

• Not to exceed two reported occurrences of less than 100% compliance for Ground Maintenance and Biobased Products.

• Contractor is responsible for all labor, supervision, transportation, equipment, and supplies.

• Government-furnished property includes a compound blue trash can and utilities (water for sprinklers).

• Contractor must not store equipment or flammables on Government property.

• Contractor must comply with all applicable Federal Acquisition Regulations (FAR) and local policies.

• Travel reimbursement is not authorized.

• Contractor personnel must be 18 years or older and possess identification.

• Contractor must implement key control procedures and report lost keys.

• Energy conservation measures (lights off when not in use) are required.

• Payment is monthly based on unit price, prorated if services begin/end mid-month.

• Invoices submitted electronically via Invoice Process Platform (IPP).

• Services are subject to inspection and acceptance; deficiencies must be corrected within 24 hours.

Solicitation / RFP / RFQ

This is a combined synopsis/solicitation for commercial items, issued as a Request for Quotation (RFQ) for Grounds Maintenance at the Redwood Road Work Center. The United States Department of Agriculture (USDA), Forest Service, Intermountain Region requires these services. This acquisition is a Total Small Business Set-Aside.
