This solicitation is for Refrigerated and Freezer Container Rental and Support Services for KMEP 26 at Camp Mujuk and Rodriguez Live Fire Complex (RLFC), South Korea. The government intends to award one Firm Fixed Price (FFP) contract.

• Provide one (1) 40' refrigerated container and one (1) 40' freezer container at Camp Mujuk.

• Provide one (1) 40' refrigerated container and one (1) 40' freezer container at Rodriguez Live Fire Complex (RLFC).

• Deliver, install, level, secure, and connect all units to continuous power.

• Make all units fully operational by February 15, 2026, 0900 KST.

• Maintain required temperature ranges: 0°C to 4°C for refrigerated units; -23°C to -18°C for freezer units.

• Provide a 24/7 emergency support contact.

• Respond to service interruptions within 4 hours.

• Confirm compliance with all Republic of Korea (ROK) business licensing requirements.

• Currency: All prices shall be submitted in Korean Won (KRW).

• Quotations must be submitted through the Procurement Integrated Enterprise Environment (PIEE) at https://piee.eb.mil. If PIEE is unavailable, email quotations to dyukon.g.karnga.mil@army.mil.

• Questions should be emailed to dyukon.g.karnga.mil@army.mil within three (3) business days after solicitation issuance.

• Evaluation Factors:

  • Factor A - Technical Capability
  • Factor B - Price

• Quotes will be evaluated for acceptability, not ranked on non-cost factors. A rating of "unacceptable" for any factor or subfactor will result in the entire offer being rated "unacceptable."

• Price proposals will be evaluated in accordance with FAR 13.106-3.

• Quote Validation: Quotations must remain valid for 180 days from the date of issuance.

• The acquisition is set aside for local contractors.

• Offerors must demonstrate compliance with ROK licensing requirements and eligibility to perform as a local Korean contractor, in accordance with the US-ROK Status of Forces Agreement (SOFA).

• The North American Industry Classification System (NAICS) code is 532420.

• Offerors must round all unit prices to the nearest whole Korean Won (KRW).

This document is a continuation sheet for Solicitation SF 1449, detailing requirements for the rental, delivery, installation, maintenance, and removal of refrigerated and freezer container units. • Only local Korean contractors eligible under the U.S.–ROK SOFA may compete.

• Offerors must be local Korean contractors authorized under the U.S.–ROK SOFA.

• The document lists numerous clauses incorporated by reference, including those related to gratuities, subcontractor sales, whistleblower rights, System for Award Management, personal identity verification, telecommunications and video surveillance services, contract terms and conditions, certified cost or pricing data, workers' compensation, applicable law for breach of contract, protection of government property, changes, and F.O.B. destination.

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide refrigerated and freezer container rental/service support for expeditionary field feeding operations at Camp Mujuk and Rodriguez Live Fire Complex (RLFC), South Korea.

• Provide refrigerated and freezer container units (equivalent to 40-foot capacity, either single 40-foot or two 20-foot units).

• Support required during the period of 15 February – 1 April 2026.

• Units to be provided for specific locations: Camp Mujuk and Rodriguez Live Fire Complex.

• Contractor is responsible for delivery, installation, commissioning, and ensuring units are properly secured and operational.

• Contractor must provide all necessary power generation and infrastructure for continuous operation.

• Refrigeration units must maintain constant temperatures between 0°C and 4°C.

• Freezer units must maintain constant temperatures between -23°C and -18°C.

• Contractor must respond within 4 hours of notification of non-compliance to remedy or replace components/units.

• Government expects no more than three (3) customer complaints during the event.

• Period: 15 February 2026 – 1 April 2026.

• Locations: Camp Mujuk, South Korea and Rodriguez Live Fire Complex, South Korea.

• Contractor personnel must be competent, experienced, and qualified.

• All work and discussions are confidential.

• Contractor must coordinate base access for personnel and vehicles.

• Contractor must obtain all necessary licenses and permits.

• Contractor must develop and implement a quality control program.

• Contractor must provide a 24-hour point of contact for emergencies, with a response/support within six (6) hours.

• Contractor is responsible for ensuring safety and security of personnel and vehicles, and compliance with force protection measures.
