Statement of Work (SOW) / Performance Work Statement (PWS)

To refurbish and maintain the current 138 KV Oil Circuit Breaker (OCB) at the Falcon Power Plant, Amistad Power Plant Field Office in Starr County, Texas. This OCB is critical for maintaining the Power Plant's operation and power generation to the Electrical GRID.

• Replace air compressor, perform oil change and disposal.

• Replace all electrical contact boards, pneumatic parts, and mechanical parts identified as worn.

• Sandblast and paint the current enclosure.

• Replace all mechanical hardware connectors to support the 138 KV electrical conductors.

• Inspect and test insulation resistance (MEGGER) on current communication and signal wires.

• Test all Current Transformers (CT's) and Bushings.

• Inspect and repair (if necessary) all Mechanical Hardware for the Breaker Enclosure Door.

• Inspect and replace Heathers and Moisture Protection Devices (if necessary).

• Inspect all connection boards and replace wire connection hardware for signal wires.

• Remove and properly dispose of current insulator dielectric oil.

• Purchase and install a new Insulator Oil with High Dielectric Strength.

• Perform sandblast cleaning on the OCB Tank and Breaker Enclosure.

• Purchase and apply epoxy paint for the OCB Tank and Breaker Enclosure.

• Provide training to power plant personnel on the breaker's function.

• Work must conform to Contract requirements and be free of defects in equipment, material, or workmanship for at least two (2) years.

• Disposal of waste materials must comply with applicable Federal, state, and local laws and regulations.

• Materials must meet Buy American Act requirements.

• Period of Performance: 180 calendar days after contract award.

• Place of Performance: Amistad Power Plant Field Office, Texas 349 Spur Del Rio, TX 78540, Starr County, Texas.

• Contractor must provide all personnel, equipment, supplies, facilities, transportation, tools, materials, and supervision.

• Government will not provide utilities (electricity, telephone, sewer, natural gas).

• Contractor facilities on Government land are subject to COR approval.

• USIBWC land is not available for Contractor's field office and/or sheds, but is available for staging and/or storage areas.

• Housing for Contractor personnel is not permitted on Government land.

• Wiring inside control boards may contain asbestos; handle and dispose of properly.

• Contractor must comply with OSHA regulations.

• A Job Safety Analysis (JSA) must be submitted and reviewed.

• A Safety Meeting must be conducted prior to project start.

• Contractor must submit a project schedule within seven (7) calendar days of contract award.

• All materials must be new unless otherwise specified or approved by COR.

• Hazardous materials must be avoided.

• Contractor is responsible for obtaining all necessary permits.

• Contractor must submit a materials certification package to COR.

• Contractor must submit licenses and certifications of electrical engineers and installers.

• All specifications and equipment descriptions must be approved by the Power Plant Superintendent and Electrical Engineer prior to installation.

• An Installation Procedure Plan must be developed.

• Product submittals, safety documents, and warranty information are required.

• Contractor must coordinate with IBWC Personnel for Electrical Clearance and perform tag out procedures.

• Contractor is responsible for cleanup and disposal of waste materials.

• Contractor must provide a warranty for at least two (2) years.

• Contractor must supply the CO with contact information for warranty work.
