This Sources Sought Notice (SSN) is issued by the U.S. Coast Guard for market research to identify the capability and availability of small business sources for refuse and recycling services at U.S. Coast Guard Base Elizabeth City, North Carolina. The services will be in accordance with a draft Performance Work Statement (Attachment 1).

• Furnishing all equipment, personnel, management, supervision, materials, supplies, transportation, and other items or services necessary for refuse and recycling.

• The applicable North American Industry Classification Systems (NAICS) code is 562111, Solid Waste Collection, with a small business size standard of $47M.

• Interested small businesses are requested to submit a response by returning the Response Questionnaire (Attachment 2).

• The deadline for submittals is Monday, June 29, 2026, at 3:00 PM EDT.

• Marketing material or sales brochures are not desired nor required and will not be reviewed.

• This notice is specifically seeking information from small businesses.

• This is not a solicitation or request for proposals. Submission is purely voluntary.

• The Government will not pay for any costs incurred in responding.

• All submissions become Government property and will not be returned.

• Failure to respond with sufficiently detailed information may result in a company not being considered for future restricted competition.

• The Government reserves the right to consider any arrangement as determined appropriate for this requirement.

• A future solicitation announcement may be published on www.sam.gov if the Coast Guard decides to proceed with the acquisition.

Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for refuse and recycling collection and disposal services at U.S. Coast Guard Base Elizabeth City, North Carolina. The primary goal is to maintain a safe, clean, and healthy environment for the base.

• Provide all labor, equipment, and services for refuse and recycling collection, transportation, and disposal.

• Services are to be performed throughout the Base Elizabeth City complex.

• Collection and disposal must comply with all applicable federal, state, and local regulations, as well as the policies of the selected disposal site.

• Specific materials to be collected include general refuse, yard waste, and bulk refuse (e.g., construction debris, furniture, appliances). Hazardous waste, explosives, and bio-hazard waste are excluded.

• Containers must be kept clean, odor-free, and in good working condition.

• Damaged or unserviceable containers must be repaired or replaced within specified timeframes (e.g., 48 hours for non-compliance, one working day for unserviceable containers).

• Vehicles must be specifically designed for refuse collection, have watertight bodies, and meet DOT and OSHA requirements.

• Spills must be cleaned up immediately.

• Missed pickups must be corrected within 24 hours.

• Containers must be returned to their original location, upright, with lids securely in place.

• Annual steam cleaning and quarterly cleaning of specific containers are required.

• Services are to be performed at U.S. Coast Guard Base Elizabeth City, North Carolina.

• Normal working hours are Monday through Friday, 7 am to 4 pm, except for Federal Holidays.

• Collection is scheduled for Tuesdays or Tuesdays/Fridays.

• The contract period includes a Base Year (FY22) and four Option Years.

• Contractor shall provide all necessary equipment, including containers (sizes specified in Attachment 1).

• Contractor shall supply a 30-CY roll-off dumpster for bulk refuse at a designated location.

• Contractor is responsible for all disposal fees and permits.

• A Post-Award Conference is required to discuss scheduling, safety, inspection methods, and points of contact.

• Contractor must submit a Quality Control Plan, Safety Plan, and other required deliverables.

• Personnel must meet citizenship, language, uniform, and security requirements.

• Contractor must comply with all applicable safety regulations, including OSHA.

• Hazardous materials found must be reported to the COR and not disposed of until coordinated.
